Description
Solicitation Notice: The successful contractor must provide all necessary management, quality control, labor, materials, and equipment required to renovate Buildings 95, 96, and 97, as well as construct a new recreational facility. The construction work includes but is not limited to asbestos and lead-paid abatement, demolish existing exterior windows, interior partitions, doors, ceilings, mechanical and plumbing systems and fixtures, electrical systems, and light fixtures. After demolition, the contractor shall provide and install new exterior windows, interior partitions, doors, ceilings, finishes, mechanical systems, plumbing systems and fixtures, electrical systems, light fixtures and communication outlets. Concurrent with the renovation work, a new recreation facility containing a clothes washing/drying area, billiard area, female and male bathrooms and general office/distribution area, will be constructed. General site improvements include storm drainage, walkways, and landscaping. The existing building flat roofs will be renovated to accommodate a sloped, factory painted, standing seam galvanized steel roof, and the exterior finish will consist of a combination of the exterior insulation finish system and split faced concrete masonry blocks. NOTE: Renovation and new construction will be concurrent. The estimated price range for this project is greater than 10-million dollars. A bid bond will be required and the successful contractor will be required to provide payment and performance bonds. The performance period is estimated to be 540 calendar days after receipt of notice to proceed. The NAISC Code for this action is 23332, with a size standard of 27.5 million. NOTE: The Government contemplates award of a firm-fixed construction contract resulting from this solicitation. NOTE: THIS IS A NEGOTIATED ACQUISITION. Offerors will be required to simultaneously submit a fixed price cost proposal and a detailed technical proposal. For purposes of award, the Contracting Officer will select the best overall proposal based primarily upon technical merits, with costs and other factors considered as appropriate. In accordance with FAR 15.101, the Government will utilize the best value continuum for evaluation of offers during the selection process. The best value continuum is a method of evaluating price and other factors specified in the RFP with the objective of selecting the offer with the best overall proposal based primarily upon technical merits with cost and other factors considered as appropriate. The best value continuum provides the opportunity for cost/technical tradeoffs, therefore, award of a resulting contract will not necessary be made to the lowest priced offer or the highest ranked technical offer. The Solicitation, with evaluation criteria, will be available on/or about December 21, 2000.
