Description
NASA/Stennis Space Center (SSC) plans to issue a noncompetitive Request for Offer (RFO) to Orbital Imaging for commercially available high resolution (8m GSD) on-orbit hyperspectral imaging data. Such data will support on-going research including land cover/land use change, carbon cycle science, terrestrial ecology and biodiversity, as well as applications research in resource management, community growth, disaster management, and environmental quality. NASA/SSC intends to solicit and negotiate with only one source, Orbital Imaging Corp., Dulles, VA, under the authority of FAR 6.302-1/USC 2304(C)(1). Justification: Supplies or services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Orbital Imaging is the only source capable of supplying the high spatial resolution (8m) hyperspectral satellite data in the foreseeable future. The high spatial resolution of the Orb View-4 satellite data will permit the identification and characterization of Earth features with greater accuracy than is possible with coarser resolution data. A performance-based, firm-fixed price, indefinite-quantity-indefinite delivery (IDIQ) type contract is anticipated with an effective period of five years. The government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30p.m. local time on December 20, 2000 -- written submissions via facsimile (228-688-1141) or e-mail (teri.jackson@ssc.nasa.gov) are acceptable. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis -- as this notice of intent is not a request for competitive offers. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer, which shall be considered by the agency. The Government will not pay for any documents or information received as a result of this notice or any associated solicitation package.
