Description

NASA/GRC plans to issue a Request for Offer (RFO) for the use of The Boeing Company's Integrated Propellant Technology Demonstrator (IPTD) Liquid Oxygen (LOX) Tank and Engineering Technical Support for liquid hydrogen propellant densification testing to be conducted at NASA GRC. A justification permitting other than full and open competition has been prepared citing 10 U.S.C. 2304(c)(1)as the authority to permit contracting with The Boeing Company. Boeing's IPTD LOX tank is the only available that meets GRC's requirements for modeling data and more importantly, size. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
