Description
Concerns having the ability to furnish the supplies and services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 30 calendar days from the date of this synopsis. The U.S. Geological Survey, Earth Resources Observation Systems (EROS) Data Center, Sioux Falls, South Dakota, has a requirement to convert several individual site licenses into a single site license for Research Systems, Inc. (RSI) ENVI and IDL programming language and ENVI programming tools software for a five-year period. The facilities included in the site license are the EROS Data Center in Sioux Falls, South Dakota, and the Alaska Field Office in Anchorage, Alaska. Minimum required specifications for this ENVI/IDL package (or a functional equivalent) are as follows: 1) IDL must provide for quick prototyping of image processing algorithms and have an extensive widget library to facilitate user interface design. 2) ENVI must provide image processing and analysis system tightly coupled to a meta-language prototyping tool like IDL, for easy movement of information between the ENVI and IDL environments. 3)ENVI must provide for rapid development and implementation of image processing and analysis routines with an easy to use graphical interface. 4) ENVI must provide the most flexible ingest for variety of image and spatial data formats, including USGS DOQQ and SDTS, ERDAS Imagine, PCI, ErMapper, EOSAT, ESA and GeoSPOT, SPOT/Vegetation, MRLC, NLAPS, AVHRR, SeaWifs, Radarsat, ERS, J-ERS, ArcView raster, GeoTIFF, Arc AlE and shape files, USGS DLG, and a full suite of generic formats (BMP, (lIP, JPEG. PICT, and XWD). 5) ENVI package must correctly read LPGS Landsat ETM+, MODIS and ASTER data in it's native HDF form. 6) ENVI/IDL environment must be available on the following platforms: all Windows environments, IRIX, Solaris, AIX, Linux and Macintosh 7) There shall be no restriction on the number of ENVI/IDL installations, ENVI/IDL licenses, or concurrent users of the ENVI/IDL software. 8) Vendor must provide technical support for the first four years of the contract. 9) Vendor must provide ten sets of hardcopy documentation with any ENVI/IDL update or version release that requires or includes new documentation. 10) Vendor must provide Postscript and PDF versions of the ENVI/IDL documentation to the EDC, as well as include online documentation with each ENVI/IDL license. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 5.302-1, the Government considers the specified supplies and services as a sole source from Research Systems, Inc., Boulder, Colorado, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required software site license are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
