Description
Princeton Plasma Physics Laboratory (PPPL) is interested in implementing an Enterprise Resource Planning (ERP) package to manage PPPL business operations in order to improve core business processes and reduce operating costs. Applications provided in the integrated solution would include: accounting (general ledger and accounts payable), budgeting, procurement (purchasing and contract administration), asset management, inventory management and receiving. In addition to an ERP solution PPPL is considering the option of re-designing and migrating the current legacy systems to modern technologies. It is anticipated that the project to implement an integrated solution to PPPL's business application would include: 1. Development of financial systems, which will include General Ledger and Accounts Payable, as well as Procurement, Asset Management, Inventory Management, Receiving, Budget and Project Management (Web-based technology will be the platform of choice); 2. Business process re-designs and integration across Financials, Procurement, Budget, Asset and Inventory Management, Receiving and Project Management currently supported by numerous disjointed legacy applications; 3. Creating efficiencies in the core business components through reduced administration time, enhanced decision support, and workflow processes; and 4. Providing application and business process training for all applicable users within Financials, Procurement, Inventory Receiving and Management as well as Budget and Project Management departments. The products anticipated to result from these actions are: 1. Integrated business and system processes to support Financials, Procurement, Inventory, Budget and Project Management and communications; 2. Enhanced decision support and solution tools; and 3. Automated workflow processes to support the various users involved with the procurement processes. The desired outcomes of these actions include: 1. Accelerated integration of all "Purchase to Pay" business processes with PPPL's Enterprise Resource Planning (ERP) system through an ERP vendor; 2. Significant reduction in administration time for the FTE by providing a single tool for their computing needs; 3. Significant reduction in costs related to maintaining legacy systems; 4. Compliance with DOE regulatory and reporting requirements; and 5. Support of Princeton University management requirements. PPPL especially desires to identify ERP vendors who offer GSA contract pricing and are familiar with the federal financial environment, to formulate a PPPL-implementable ERP or legacy system redesign solution that is economically viable. This is a Request for Information (RFI) and no contract will be awarded pursuant to this announcement. There is no bid package or solicitation document associated with this announcement; however, respondees will be given a brief description of the existing PPPL business computing environment and a questionnaire that will allow them to describe how their product will address PPPL's requirements. This RFI is for planning purposes and to provide PPPL with sufficient information and data to formulate an ERP configuration that meets its business requirements. This RFI does not constitute a commitment, implied or otherwise, that any ERP procurement will be issued. However, PPPL will utilize the information collected on ERP solutions for its technical and acquisition planning. As indicated above, PPPL is simultaneously investigating the possibility of migrating its legacy systems to a web-enabled platform, and may opt to pursue this alternative to the exclusion of ERP solutions. PPPL invites interested parties to submit their indication of interest, together with their desired e-mail, fax and hard copy addresses for subsequent communication. Interested firms that subsequently submit completed questionnaires may be invited to PPPL in Princeton, NJ during the month of January, 2001 to demonstrate how their potential ERP solution will incorporate the business processes identified above. The exact timing and location of presentations will be mutually arranged. Parties are advised that PPPL is encouraging frank discussions and will ask clarifying questions but will not respond with comments or results of meetings. It is not the intent of PPPL to reimburse providers for submitting information in response to this RFI.
