Description
Shipboard Meteorological and Oceanographic Observation System (SMOOS) The U.S. Department of the Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM)intends to release a Request for Proposal (RFP)to interested sources that can provide program management, production, systems engineering, and logistics support for the Shipboard Meteorological and Oceanographic Observation System (SMOOS) program. SPAWAR plans to award a small business set-aside, competitive contract for this effort. The SMOOS program designs, develops, fabricates, tests and delivers multiple configurations of the SMOOS system and components thereof together with support for integration, training, installation and checkout. The SMOOS system consists of products and related system, equipment and user interfaces for collecting, processing, distributing and displaying meteorological and oceanographic (METOC) information at ship and shore sites as specified in the SMOOS System Specification. The SMOOS system will undergo continuous modifications and upgrades throughout its life cycle in response to technology, policy and mission changes and opportunities. The overall objective of the SMOOS program is to rapidly introduce new METOC equipment into Fleet operation to obtain the total ownership cost advantages of modern technology. SMOOS replaces the existing SMOOS sensor suite on the force level ships (carriers, amphibs, command ships) and will be installed on Aegis "combatants." SMOOS configurations are tailored for the various ship classes and shore sites. The initial production shall be in accordance with the Government furnished technical data package and drawing set. An estimated total production quantity is over 100 systems (ship and shore) depending on budget constraints. Engineering and technical support services will be required for up to five years (one base year plus four one-year options). A draft of the solicitation and related attachments will be posted in the Business Opportunities of the SPAWAR web-site, http://e-commerce.spawar.navy.mil under solicitation number N00039-01-R-2209. The actual solicitation is expected to be released in January 2001. The actual solicitation will also be released through the web-site listed above. Interested parties should subscribe to the solicitation on the web-site to insure they receive any notices connected with it. Security requirements include the following: 1) ORD has classified appendix (Secret U.S.only), 2) clearances are needed for ship visits, 3) contractor must be a U.S. company. The small business size standard for NAICS Code 334519 -- "Other Measuring and Controlling Device Manufacturing" is a business, including its affiliates, having no more than 500 employees. This pre-solicitation announcement is not a formal solicitation. The Government shall not award any contract on the basis of this announcement, nor will the Government pay for the responses received.
