Description
The General Services Administration intends to issue a sole source contract to Emergent-Designs under the authority of FAR 6.302-1 and utilize the Simplified Acquisition procedures under authority of FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The objective of this task is for the contractor to assist in the production of an adaptive, agent-based computer game entitled The Recruits for the U.S. Army. The contractor is to a) demonstrate how the game will use text-to-voice to produce a fast moving and likeable game environment and b) to establish a running, web architecture, game framework for The Recruits. This framework will run on specified off the shelf browsers (such as MS Internet Explorer) as a client-server web application. This requirement will include parts of several game paths (situated at several locations or bases), adaptive in nature in response to the player and agents. In addition, voice text format, actor scripts, and phase splicing during game operation will be resolved. Input from the client side will drive game and agent software running on a server, which in turn will send game materials (art, video, and audio) to the client in response to adaptive, non-deterministic changes, all in a smooth, non-disturbing manner. The contractor has three (3) months in order to complete this requirement. Emergent-Designs posses the technical expertise in phase-spliced voice technology and with application of multi-agent systems to generate applications. Due to the three-month delivery requirement and the specialized technical services required Emergent-Designs is the only company that can provide this product in the time and quality required for the U.S. Army. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All responses received by 3:00 p.m., PST, 12/14/00 will be considered by the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by email.
