- This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 12. It does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, administration, supervision and other services necessary for classroom, trainer, and simulator training for aircrew and maintenance personnel of the Navy UC-12 B/F/M (Raytheon/ Beechcraft King Air BE-200 as configured for the U.S. Navy) and C-20D (Gulfstream III/1159 as configured for the U.S. Navy). All courses require a classroom, a picture Cockpit Familiarization Trainer (CFT) that depicts the entire cockpit, and a FAA certified flight simulator. The UC-12 B/F/M courses must be taught at a Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 142 Raytheon/Beechcraft King Air BE-200 certified Training Center or flight training facility with a demonstrated record of providing acceptable BE-200 military pilot training. The flight simulator(s) used for the UC-12 B/F/M courses must be FAA certified to Level "C" or higher under current FAA Advisory Circular 120-40 criteria for the Raytheon/Beechcraft King Air BE-200-200 configured cockpit. Non-FAA BE-200 simulators that have fidelity to military versions of the BE-200 will be acceptable provided they have capabilities equivalent to Level "C" or higher criteria under FAA Advisory Circular 120-40. All contractor BE-200 pilot instructors shall be certified under 14 CFR Part 142 or shall be FAA Certified Flight Instructors with Airplane Multi-engine, Land Class and Instrument Airplane Ratings (CFII-ME) with experience in the BE-200 or possess a FAA Advanced and Instrument Ground Instructor's certificate in the BE-200. The C-20D pilot courses must be taught at a Federal Aviation Administration (FAA) 14 CFR Part 142 GA-1159 certified Training Center. The flight simulator(s) used in the C-20D courses must be FAA certified to Level "C" or higher level under current FAA Advisory Circular 120-40 criteria for the Gulfstream III/GA-1159-A. C-20D maintenance course instructors must have demonstrated practical experience in aircraft type with preferably Airframes and Power Plants (A&P) license. All contractor GA-1159 pilot instructors shall be certified under 14 CFR Part 142. The anticipated course requirements shall include: 1) UC-12B/F/M Pilot Initial Course -- Maximum anticipated 60-month throughput is 755. Course to be a maximum of 10 training days (12 consecutive days) and consist of the following: Approximately 73.5 total hours consisting of classroom training addressing admin/check-in, aircraft systems and performance, flight planning, final exam, cockpit familiarization training, and a minimal 25.0 hours of flight simulator training (5.0 hours pre-brief/debrief and 20.0 hours split right/left seat in simulator per student, 10.0 hours when paired with Naval Flight Officer (NFO)). 2) UC-12 B/F/M Pilot Recurrent Course -- Maximum anticipated 60-month throughput is 1,367. Course to be a maximum of 5 consecutive training days and consist or the following: Approximately 34.5 total hours consisting of academic training that provides an aircraft systems review and addresses aircraft updates/lessons learned, cockpit familiarization training, and a minimal 15.0 hours of flight simulator training (3.0 hours pre-brief/debrief and 12.0 hours split right/left seat in simulator per student, 6.0 hours when paired with NFO). 3) UC-12 B/F/M NFO Initial Course -- Maximum anticipated 60-month throughput is 35. Course to be concurrent with and the same content as the Pilot Initial course, except the NFO will sit in the co-pilot seat during simulator periods and perform duties as mandated by the Naval Air Training Operating Procedures Standardization (NATOPS) manual. 4) UC-12 B/F/M NFO Recurrent Course -- Maximum anticipated 60-month throughput is 46. Course to be concurrent with and the same content as the Pilot Recurrent course, except the NFO will sit in the co-pilot seat during simulator periods and perform duties as mandated by the NATOPS manual. 5) C-20D Pilot Initial Course -- Maximum anticipated 60-month throughput is 54. Course to be a maximum of 11 training days (12 consecutive days) and consist of the following: Approximately 82.0 total hours consisting of classroom training addressing admin/check-in, aircraft systems and performance, flight planning, final exam, cockpit familiarization training, and a minimal 25.0 hours of flight simulator training (5.0 hours pre-brief/debrief and 20.0 hours split right/left seat in simulator per student). 6) C-20D Pilot Recurrent Course -- Maximum anticipated 60-month throughput is 58. Course to be a maximum of 5 training days (5 consecutive days) and consist of the following: Approximately 35.0 total hours consisting of academic training that provides a systems review, addresses aircraft updates/lessons learned, cockpit familiarization training, and a minimal 15.0 hours of flight simulator training (3.0 hours pre-brief/debrief and 12.0 hours split in right/left seat in simulator per student). 7) C-20D Crew Chief Initial Course -- Maximum anticipated 60-month throughput is 22. Course to be concurrent and the same content as the Pilot Initial course, except the crew chief will observe simulator periods and sit behind the pilot/co-pilot and perform duties as mandated by the NATOPS manual. 8) C-20D Crew Chief Recurrent Course -- Maximum anticipated 60-month throughput is 32. Course to be concurrent and the same content as the Refresher Pilot course, except the crew chief will observe simulator periods and sit behind the pilot/co-pilot and perform duties as mandated by the NATOPS manual. 9) C-20D Maintenance Initial Course -- Maximum anticipated 60-month throughput is 81. Course to be a maximum of 15 training days (19 consecutive days) and consist of the following: Approximately 102.5 total hours of academic/practical training that includes systems review, trouble shooting, problems solving, functional check procedures, publications, aircraft maintenance updates/service bulletins/lessons learned, course exam, cockpit familiarization training, and a minimal 4.0 hours of simulator training (1.0 hour pre-brief/debrief and 3.0 hours in simulator) for ground starts/emergency procedures/systems checks. Course must be capable of meeting Air Transport Association (ATA) 104 Level III criteria. 10) C-20D Maintenance Recurrent Course -- Maximum anticipated 60-month throughput is 30. Course to be a maximum of 5 training days (5 consecutive days) and consist of the following: Approximately 33.0 total hours of academic/practical training that includes systems review, trouble shooting, problems solving, functional check procedures, publications, aircraft maintenance updates/service bulletins/lessons learned, course exam, cockpit familiarization training, and a minimal 2.0 hours of simulator training (1.0 hour pre-brief/debrief and 1.0 hour in simulator) for ground starts/emergency procedures/systems checks. Course must be capable of meeting ATA 104 Level III criteria. Organizations possessing a proven capability to provide the above and who intend to participate in any subsequent proposal process are invited to submit their qualifications. Response shall be limited to 8 pages maximum. CBD responses shall minimally identify/describe: FAA certification level of simulator(s) and location, other training devices and their possible applications, description of demonstrated military pilot training experience or present/future status of 14 CFR Part 142 certification in the Raytheon/Beachcraft BE-200-200 and Gulfstream III/GA-1159-A, and which required courses the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. Replies to this synopsis should reference the CBD notice number, solicitation number and date. Replies should also state the company's interest as prime or subcontractor in addition to indicating if they are a small business, small disadvantaged, woman-owned or HUB Zone business. Replies must be received within 20 days after the date of posting. Responses by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
