- Description
- Construction of two (2) 15,900 kiloliter (100,000 barrel) steel aboveground jet fuel (JP-5) storage tanks with increased shell thickness on pile foundations, including leak detection, cathodic protection, fire protection, transfer pumps, filter separators, emergency power generator, fencing, lighting, utilities, pavements and modifications to distribution piping; provide operations and maintenance support information, testing and commissioning of fuel system; and related miscellaneous items necessary for a complete and usable fuels facility. Construction site is MCAS Iwakuni, Japan. a. This solicitation is open to all firms authorized to perform within Japan the type of construction work specified in this solicitation. Specifically, an offeror must be duly authorized to operate and do business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during performance of the contract. In addition, prior to award of the contract, offerors must be registered with the Government of Japan to do construction work in Japan and possess the necessary construction license(s) required to perform the work required under this solicitation. Offerors are encouraged to submit a copy of such construction license(s) with their proposals. b. This procurement will be utilizing Electronic Bid Sets (EBS). c. Construction Advertising Method: Request for Proposals (RFP negotiated procedures). We will use definitive criteria, trade off evaluation with the intent of awarding without negotiations. The RFP will establish specific evaluation criteria. A source selection committee will evaluate all proposals, assign the risk factors, and select the proposal representing the best value to the Government. d. The estimated cost of the project is between 1,000,000,000 and 2,500,000,000. e. Solicitation to be issued on or about January 12, 2001.
