- Description
- This is an amendment to a previously published synopsis. This solicitation is to procure the rebuild/upgrade of the Fuel Injection Pump Test Stand (FITS) in accordance with one of two Descriptions for Purchase (DFP) (one for Continental US (CONUS) and one for Outside the Continental US (OCONUS)). The FITS is to be rebuilt to include current state-of-the-art equipment and technology in the drive motor, computer control and display systems. The software shall be replaced by a current state-of-the-art, Windows-based system that provides the necessary control and display requirements, self-diagnostic testing, operator controlled FITS system trouble-shooting, operator self-training and a modem for interface with Personal Computer (PC) systems. Components not replaced as part of the rebuild/upgrade effort shall be tested and inspected to determine their ability to function in accordance with the rebuilt system requirements stated in the DFP. The rebuilt/upgraded FITS shall test fuel injection pumps for a variety of different applications. The acquisition shall be a Small Business Set Aside resulting in a three-year indefinite delivery, indefinite quantity contract with three ordering periods. The estimated quantity for the first year is 37 (27 CONUS, and 10 OCONUS). The estimated quantity for each of the two remaining years is 1 per year. The RFP will be issued as a Best Value Trade-off. The evaluation factors will be Technical (Go/NoGO), Past Performance, Price and Small Business Participation. The estimated date of issue is 27 Dec 2000. The solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c), therefore hardcopies will not be provided. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. Failure to do so may render your proposal non-responsive and result in its rejection.
