- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information provided in this notice. This announcement constitutes the only solicitation: a quote is being requested and a written solicitation will not be issued. Solicitation number F6550101Q0036 is issued as a Request for Quotation (RFQ) under Full and Open Competition. The incorporated document provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The NAICS is 327910 with a Small Business size standard of 500 employees. This is 100% Small Business set-a-side. DESCRIPTION: Scope of Work: Contractor shall provide all parts, labor, tools, equipment, personnel, materials and transportation necessary to provide Plastic Media with Recycling in accordance with (IAW) the Statement of Work. This statement of work covers the minimum requirement for a service contract to provide PLASTIC MEDIA at Elmendorf AFB for use in coatings removal from all aircraft, aircraft components and all other current workload contract requirements and SPENT MATERIAL recycling by the same contractor, in a facility which that contractor shall own, or as specified herein (see 5.5.1.2). This coatings removal requirement will be by plastic media blasting (PMB). PMB will be used on composite and non-composite surfaces. The contractor shall have a product use for the SPENT MATERIAL for the purpose of recycling only. The contractor_s SPENT MATERIAL application shall consist of recycling the SPENT MATERIAL by utilizing said SPENT MATERIAL as an ingredient in an industrial process to make a new product in accordance with Title 40 CFR Section 261.2(e)(1)(i) of the United States Statute Resource Conservation and Recovery Act (RCRA) Hazardous Waste Regulations which allows the SPENT MATERIAL not to be considered a hazardous waste. The Contractor shall submit confirmation that the recycling process is approved of in the states that the recycling is taking place and documentation will be provided by the contractor that the process has been reviewed favorably by the EPA. The recycling locations used by the contractor must be approved for the use of all types of plastic blasting media. Delivery terms shall be FOB Port of Tacoma WA. Delivery date of 30 Dec 00. The following provisions and clauses are incorporated and shall remain in full force in any resultant purchase order; FAR 52.232-18; Availability of Funds, FAR Part 52.212-1; Instructions to Offerors, Commercial Items is incorporated by reference. FAR 52.212-2, Evaluation _ Commercial Items the blanks are completed as follows: (a) the award will be made based on price and price related factors, N/A. The government reserves the right to make award on the initial quote received without discussions. Each offeror shall include a completed copy of the provision at FAR 52.212-3; Offeror Representations and Certifications- Commercial Items with its quote. FAR Part 52.212-4; Contract Terms and Conditions- Commercial Items are incorporated by reference and apply to this acquisition. Each offeror shall include a completed copy of the provision at DFARS 252.212-7000 Offeror Representations and Certifications _ Commercial Items and with its quote. Incorporate DFARS 252.212-7001; Contract Terms and Conditions Required to Implement Status or Executive Order Applicable to Defense Acquisitions of Commercial Items. Acceptance of the warranty does not waive the government_s right with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. Offerors must be CCR registered (http://www.ccr2000.com). Wage Determination No. 94-2017, revision 22, dated 9/19/2000 hereby applies. Provisions and clauses may be found in full text at www.farsite.hill.af.mil. Applicable Numbered Notes: 1. STATEMENT OF WORK PLASTIC MEDIA RECYCLING 1.0 DEFINITIONS AND TERMINOLOGY PLASTIC MEDIA: Plastic Abrasive material used to remove organic coatings from various substrate types. Six TYPES are referenced under Mil-P-85891 (A). SPENT MATERIAL: The secondary material from plastic media blasting, it contains residue plastic media and paint chips. 100% of the secondary material generated from the plastic media blasting process is considered SPENT MATERIAL. Plastic media residue Paint chips from the Mil-P-23377 primer contains Chromium in the form of Strontium Chromate. Other heavy metals including Cadmium may be present, depending on the stripped substrate. If not recycled as per 40 CFR (Code of Federal Regulations), 261.2(e) and in accordance with local environmental regulations and with approval of the recycling process by the State of Alaska EPA and the EPA regulatory agency of the state in which the recycling is to take place, the SPENT MATERIAL would be considered a hazardous waste. EXCESS RETURN: The SPENT MATERIAL returned in excess of 5% of the plastic media provided Elmendorf AFB under this contract. INITIAL INVENTORY: The plastic media and SPENT MATERIAL on hand at the beginning of this contract. INITIAL INVENTORY will consist of unused plastic media, media in process, SPENT MATERIAL and media on order but not yet received at the inception of the contract (and which can not be cancelled). 2.0 CONTRACT PREMISE The Premise for this contract is "ELIMINATION OF HAZARDOUS WASTE." It is the Elmendorf AFB position and goal to reduce and more so eliminate, where possible, all hazardous waste generation. This contract shall provide the avenue and means to eliminate hazardous waste from aircraft, aircraft component parts and other equipment currently being stripped using all TYPES of plastic media abrasive materials. Elmendorf AFB is required by 40 CFR 262.23 (a) (i) to sign a hazardous waste manifest certification on each shipment of hazardous waste. That hazardous waste manifest binds us to eliminate or reduce the volume of hazardous waste to the maximum extent possible. This provides the vehicle to eliminate the hazardous waste stream currently being generated by paint stripping operations by: (1) Providing for the continuing use of plastic media as an alternative to hazardous chemical stripping. (2) Providing a way to recycle spent plastic media and paint residue containing heavy metals thus eliminating the plastic media hazardous waste stream. 3.0 SCOPE OF WORK This statement of work covers the minimum requirements for a service contract to provide PLASTIC MEDIA at Elmendorf AFB for use in coatings removal from all aircraft, aircraft components and all other current workload contract requirements and SPENT MATERIAL recycling by the same contractor, in a facility which that contractor shall own, or as specified herein (see 5.5.1.2). This coatings removal requirement will be by plastic media blasting (PMB), PMB will be used on composite and non-composite surfaces. The contractor shall have a product use for the SPENT MATERIAL, which is generated at Elmendorf AFB, as a result of PLASTIC MEDIA BLASTING. The contractor shall remove the SPENT MATERIAL for the purpose of recycling only. The contractor's SPENT MATERIAL application shall consist of recycling the SPENT MATERIAL by utilizing said SPENT MATERIAL as an ingredient in an industrial process to make a new product in accordance with 40 CFR Section 261.2 (e)(1) (i) of the United States Statute Resource Conservation and Recovery Act (RCRA) Hazardous Waste Regulations which allows the SPENT MATERIAL not to be considered a solid waste. Therefore the Contractor, in pursuing the product application for the SPENT MATERIAL shall relieve Elmendorf AFB from all hazardous waste liabilities associated with this SPENT MATERIAL. The Contractor shall submit confirmation that the recycling process is approved in the states that the recycling is taking place and documentation will be provided by the contractor that the process has be reviewed favorably by the EPA. The recycling locations used by the contractor must be approved for the use of all types of plastic blasting media. 4.0 APPLICABLE DOCUMENTS The following Documents form a part of the Statement of Work requirements to the extent specified herein:  Military Specification -- MIL-P-85891 (A), Plastic Media for Removal of Organic Coatings.  Title 40 CFR Protection of the Environment.  Alaska Environmental Protection Agency Regulations.  ADEC Solid Waste Management Title 18 Alaska Administrative Code 60 5.0 REQUIREMENTS The contractor shall be required to provide and recycle all types of PLASTIC MEDIA IAW MIL-P-85891 (A) to Elmendorf AFB for the use in coatings removal. The contractor shall remove their SPENT MATERIAL, thereby relieving Elmendorf AFB of all hazardous waste liabilities associated with the SPENT MATERIAL. The contractor is also responsible for all shipping costs to and from the port of entry as determined by the 3rd Contracting Squadron, Elmendorf AFB AK. The 3rd Contracting Squadron, Elmendorf AFB, AK will provide the necessary shipping documents to the contractor to provide transportation of the PLASTIC MEDIA from the port of entry to Elmendorf AFB, AK. The contractor shall perform this service in accordance with this Statement of Work and adhere to all LOCAL, STATE and FEDERAL regulations that apply while performing this service. 5.0.1 EXCLUSIVITY Contractor will be the exclusive supplier of plastic media used by customer for the term of this recycling agreement. 5.1 PLASTIC MEDIA SPECIFICATION The contractor shall provide plastic abrasive produced from plastic stock of a uniform hardness and density, in addition, this abrasive must meet all the requirements of Military Specification MIL-P-85891 (A), Type V (Acrylic); (option Grade A), and Type II (Urea Formaldehyde). The PLASTIC MEDIA must be approved in applicable documents to be used on Aerospace Equipment and as outlined in technical order 1-1-8. The PLASTIC MEDIA shall be of the following mesh sizes: 20-40 5.1.1 CERTIFICATION TO MIL-P-85891 (A) CONFORMANCE Contractor will maintain and, if requested by Elmendorf AFB, will submit to Elmendorf AFB complete test data for each test required per MIl-P-85891 (A) for each lot of media provided. 5.2 PLASTIC MEDIA DELIVERY 5.2.1 The contractor shall ship, at a minimum, 5000-pound lots of PLASTIC MEDIA as directed by the 3rd Contracting Squadron, Elmendorf AFB, AK for consolidated shipment to Elmendorf AFB. 5.2.2 The PLASTIC MEDIA shall be delivered in re-usable DOT approved containers or in other approved containers. If in steel drum, one container will contain approximately 250 pounds of new PLASTIC MEDIA; if in supersack, one sack will contain volume as mutually agreed upon. The containers shall be capable of being re-sealed, and shall be reusable to collect SPENT MATERIAL for shipping to the contractor's recycling facility. 5.2.3 The new PLASTIC MEDIA containers shall be labeled identifying type of PLASTIC MEDIA, media size, manufacturer, batch number, and net weight of PLASTIC MEDIA. 5.3 INITIAL INVENTORY 5.3.1 At the beginning of this contract, Elmendorf AFB will have on hand an amount of INITIAL INVENTORY. If required by Elmendorf AFB, Contractor agrees to pick up and recycle this INITIAL INVENTORY at a cost per pound equal to the price per pound for EXCESS RETURN. Contractor shall be responsible for all freight cost for this return. The volume of said INITIAL INVENTORY would be calculated as follows: Elmendorf AFB and Contractor representative will, at the beginning of the contract, estimate the volume of unused media, media in process and volume of SPENT MATERIAL and mutually prepare an Initial Inventory Report. 5.3.1.1 Return and invoicing for INITIAL INVENTORY Method used will be FIFO. As an example: if INITIAL INVENTORY is estimated at X pounds, then the first X pounds of SPENT MATERIAL to be returned will be invoiced at the EXCESS RETURN price. THE VOLUME OF ANY SUCH RETURN OF INITIAL INVENTORY WILL BE EXCLUDED FROM ANY CALCULATION OF EXCESS RETURN VOLUME. 5.4 DUST PRODUCT PICKUP 5.4.1 CONTAINER -- The SPENT MATERIAL shall be collected in the containers that the new PLASTIC MEDIA was delivered in. The containers shall be sealed closed when filled. If the container is damaged during use at Elmendorf AFB, new containers shall be made available and shipped to a designated site for a contracted cost. The contracting officer will request this when required. All packaging material will be sealed and secured packaging tape or shrink-wrap by Elmendorf AFB. Used product to be returned will be palletized and loaded on truck by Elmendorf AFB personnel. 5.4.1.1 The SPENT MATERIAL returned to the contractor will be generated from the media supplied to the customer under this lease unless specifically authorized in writing by the contractor. 5.4.2 The pickup site for the SPENT MATERIAL shall be located in one area, which will be designated by Elmendorf AFB. Production supervisors will maintain an accurate account of SPENT MATERIAL and notify his or her supervisor when an estimated minimum amount of 1500 lbs. of SPENT MATERIAL has been accumulated. The installation will weigh the containers of spent material before pickup. The contractor may be notified and upon notification will make arrangements to pickup SPENT MATERIAL within seven working days. The contractor shall make freight arrangements and be responsible for all freight costs associated with shipping the SPENT MATERIAL. 5.4.3 Blank labels to be placed on the SPENT MATERIAL containers shall be provided by the Contractor to a person designated by the USER. The USER will be responsible for the completion of appropriate information on the label and place it on the SPENT MATERIAL containers prior to the contractor shipping the SPENT MATERIAL for recycling. 5.4.4 The SPENT MATERIAL shall conform to the specifications set forth in attachment 1. The point of acceptance for the SPENT MATERIAL by the contractor will be Elmendorf AFB, pursuant to the specification set forth in Attachment 1. 5.4.5 Elmendorf AFB is responsible for returning all PLASTIC MEDIA in the form of SPENT MATERIAL. Upon conclusion of this contract, (or at two year intervals, whichever comes first) the cumulative amount of SPENT MATERIAL returned to the contractor, plus the current amount being used at Elmendorf AFB, will equal the cumulative amount of PLASTIC MEDIA leased to Elmendorf AFB, but not to exceed 5 percent in weight the accumulative amount of PLASTIC MEDIA leased to Elmendorf AFB. SPENT MATERIAL returned in excess of the 5% above is considered EXCESS RETURN. 5.5 RECYCLING DUST PRODUCT 5.5.1 The contractor shall recycle the SPENT MATERIAL by utilizing said SPENT MATERIAL as an ingredient in an industrial process to make a new product. The contractor shall recycle in such a way as to exempt the SPENT MATERIAL from characterization as a solid and hazardous waste as defined in the hazardous waste disposal statutes and regulations. More specific the contractor must know that Federal Regulation -- 40 CFR Code of Federal Regulations, Protection of Environment, and the State of Alaska Environmental Protection Agency Regulations state that materials are not waste when they can be shown to be recycled by being used or reused as ingredients in an industrial process to make a product, provided they are not being reclaimed. Thus, no SPENT MATERIAL received from Elmendorf AFB will be reclaimed by the contractor. Accumulative speculation is prohibited IAW CFR 261 (e) (iii), thus a significant market for the product containing the recycled SPENT MATERIAL must be present upon submission of the contractor's proposal. Also, SPENT MATERIAL received from Elmendorf AFB will be recycled under rules of the United States EPA, the state in which the spent material is generated and under any state regulation where the SPENT MATERIAL is recycled. 5.5.1.1 Contractor agrees to notify Elmendorf AFB upon any significant recycling process changes. Contractor agrees to notify in writing Elmendorf AFB of any litigation or investigation, either present at the time of submission of the contractor's proposal or thereafter, that may impact upon the contractual relationship with the government. 5.5.1.2 All storing, handling, manufacturing processes, and recycling of the SPENT MATERIAL shall be performed at the facilities of the prime contractor and shall be located within the continental United States. 5.5.2 The contractor shall allow site visits by government personnel from Elmendorf AFB, upon request. 6.0 QUALITY REQUIREMENTS 6.1 Elmendorf AFB Quality Assessment personnel will spot-check the quality of the PLASTIC MEDIA delivered under this Service Contract. The PLASTIC MEDIA shall be tested to verify it meets the requirements set forth in Military Specification MIL-P-85891 (A) and upon request the contractor will furnish all test data from specific lot(s) which Elmendorf AFB has received. Shipments that do not meet this Military Specification shall not be accepted and the contractor will be notified on the rejection. The contractor shall deliver a new shipment and pickup the rejected material within seven days of notification. The contractor shall be responsible for all shipping, handling and transportation costs. 7.0 PERMITTING The contractor shall obtain all necessary licenses, permits, and approvals required by any regulating agency with regard to the obligations and/or work to be performed in this Statement of Work. The contractor, at time of bid, shall possess all necessary licenses and permits as required by any regulating agency with regards to the obligations and/or work to be performed in the SOW. The contractor, at time of bid, shall be approved for their recycling program by the environmental agency of the state in which the material to be recycled will be shipped from and the environmental agency (ies) of the state(s) in which the recycling process takes place. All such documentation shall be part of the contractors bid package. All recycling activities shall be performed within the United States. ATTACHMENT 1 SPENT MATERIAL SPECIFICATION THE FOLLOWING SPECIFICATION SHALL BE USED BY THE CONTRACTOR TO DETERMINE ACCEPTANCE OF THE SPENT MATERIAL. POINT OF ACCEPTANCE IS ELMENDORF AFB. 1. THE SPENT MATERIAL SHALL BE A FREE FLOWING POWDER BASED ON CORE ANALYSIS OF THE SPENT MATERIAL. THE SPENT MATERIAL SHALL NOT BE ADULTERATED WITH OTHER CHEMICAL WASTE STREAMS. THE RETURNED SPENT MATERIAL WILL CONTAIN ONLY PLASTIC MED
