- (NOTE: This requirement was originally publicized under F30602-99-R-0178).The Air Force Research Laboratory, Rome Research Site, (AFRL Rome) has a requirement for Assistance and Advisory Services. The technical objective of this effort is to provide management and technical support to the Air Force (AF) Intelligence mission in the National Capital Region (NCR). Assist the 497 IOG in the following: Conduct requirement analysis and management for AF Intelligence, Surveillance, & Reconnaissance (ISR) data and Intelligence Information Systems (IIS). Provide Information Technology (IT) feasibility assessment and solution recommendations. Provide AF ISR system integration and architecture policy and oversight. Conduct planning, programming, and budgeting for existing, and emerging Department of Defense Intelligence Information System (DoD IIS) and AF intelligence capabilities. Conduct program management oversight for a variety of DoD and AF IIS. Provide direction and oversight for the IIS test and evaluation program. Conduct DoDIIS security certification testing oversight. Interface with AF ISR system users, research and development organizations, and U.S. Intelligence Community (IC) and DoD agencies in the NCR and other IC and DoD sites worldwide, as required. The contractor may also provide technical support to AFRL to assist in the planning, integration, development and testing of Intelligence systems, as required to support the 497 IOG. The approach is to provide Assistance and Advisory Services, Engineering and Technical, to the 497 IOG. Technical visits will take place at various DoDIIS and U.S. Intelligence Community sites worldwide. Anticipated deliverables include Interim Reports, Revisions to existing Government Documents, Integration. A Cost Plus Award Fee type contract with a period of performance of Sixty (60) months is anticipated. TECHNICAL LIBRARY (EXPORT-CONTROLLED DATA). A technical library relating to the subject area of this acquisition is available for review by potential offerors at Air Force Research Laboratory/IFEB Bldg. 240. 32 Brooks Road, Rome, NY 13441-4114. Appointments for access may be made by contacting Dennis Jones 315-330-4489 e-mail jonesd@rl.af.mil, or Melvin Manor 315-330-3304 email manorm@rl.af.mil, at least forty-eight hours in advance. The library contains technical data subject to export control. Prior to review, potential offerors must submit a copy of an approved DD Form 2345, "Military Critical Technical Data Agreement", along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN: Dennis Jones, Air Force Research Laboratory/IFEB 32 Brooks Rd., Bldg. 240, Rome, NY 13441-4114, or faxed to his attention at 315-330-4489. EXPORT-CONTROLLED DATA. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Service Center at 1-800-352-3572. FOREIGN PARTICIPATION EXCLUDED. Foreign participation is excluded at the prime contractor level. SECURITY CLEARANCES. Top Secret and SCI clearances will be required for performance. The information contained herein supercedes all information previously issued. OMBUDSMAN. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contract Specialist, Bonnie L. Goetz), Phone 315-330-2008. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Lt. Col. Ralph Lentz, Chief, Contracting Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
