Description

Note 22 applies. The Robert Morris Acquisition Center, Edgewood Branch intends to solicit Foster Wheeler Development Corp., Livingston, NJ; Eli Eco Logic International Inc., Ontario, Canada; and AEA Technology Inc., Pittsburgh, PA pursuant to the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 for engineering design study testing of their technology/system evaluated and demonstrated under the Assembled Chemical Weapons Assessment (ACWA) program. Foster Wheeler's proposed transpiring wall super critical water oxidation reactor, Eco Logic's proposed gas phase chemical reduction system, and AEA's proposed SILVER II technology. Foster Wheeler, Eco Logic and AEA Technology Inc. are the only sources capable of performing the engineering design study testing for these specific technologies/systems without substantial dupplication of cost to the Government and without unacceptable schedule delays.
