- Description
- The Defense Threat Reduction Agency is continuing its efforts to prevent the proliferation of Former Soviet Union (FSU) Biological Weapons (BW) scientific expertise and technology base by reducing the loss of trained BW researchers to rogue states; enhancing and increasing the transparencies at FSU Biological Research Institutes (BRIs); influencing future FSU BW decision-making; engaging with FSU Ministries of Defense and Ministries of Health BW Scientists; instilling Western scientific values and ethics among Russian biological Scientists; and, undertaking initial steps towards longer-range cooperative, peaceful civilian research programs. To accomplish these objectives, the U.S. Department of Defense (DoD) has established the Collaborative Research (CR) Project to facilitate cooperation between research Scientists who participated in the BW Program and U.S. Researchers. Note that this is a sole source effort for award to the U.S. Civilian Research and Development Foundation (CRDF) who is the only source working directly with BW Scientists in the FSU to instruct FSU Scientists on how to create International Science and Technology Center (ISTC) proposals and locate U.S. Scientists as partners in their efforts. CRDF is the only source capable of fully implementing the appropriate project support for the BW Proliferation Prevention (BWPP) Program. The estimated effort is additional work to the existing contract for three 1-year Options. This project is designed to take advantage of the extensive expertise, medical countermeasures and modeling. As required, U.S. Researchers will be placed in FSU BRIs to work side-by-side with FSU counterparts on CR projects approved by the DoD who will establish research priorities. In carrying out these tasks, CRDF will consult with other organizations, such as the National Academy of Sciences, whose knowledge and expertise is relevant to the priorities established. CRDF will collaborate with other U.S. and Non-U.S. organizations as necessary. Note that this procurement is sole source under SIC Code 8731.
