Description
The Environmental Protection Agency, Office of Emergency and Remedial Response (OERR) has a requirement for Chemical Analytical Services for Low-Concentration Organics. This requirement will provide a contractual framework for qualified laboratories to apply USEPA Contract Laboratory Program (CLP) analytical methods for the detection of low concentration levels of and quantitative measurement of volatile, semi-volatile, and pesticide/Aroclor compounds in water samples. Solicitation PR-HQ-00-12177 will be issued as an INVITATION FOR BID (IFB) on or about January 16, 2001. No draft IFB will be released. Bid opening will be held approximately 30 days later. The NAICS Code for this acquisition is 541380. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the IFB amendments and other related items for this procurement will be posted on the web http://www.epa.gov/oam/srpod. Interested bidders will be required to download the IFB and related documents from this web site. No printed copies of the IFB will be available. The Agency intends to award multiple indefinite delivery/indefinite quantity type contracts with a base ordering period of 12 months and 2 optional 12-month periods to meet annual sample analyses needs of 24,000 samples. No single laboratory will be awarded a contract to provide more than 250 sample analyses per month. It is anticipated that up to four awards will be set aside for award to 8(a) certified contractors. Contractors will be required to analyze samples according to the analytical methodology, quality assurance/control, and data delivery, both hard copy and electronic data deliverables (EDD), and requirements set forth in the Statement of Work (SOW) OLC03.1. The SOW can be found at http://www.epa.gov/oerrpage/superfund/programs/clp/olc.htm. Once under contract, Contractors will be required to deliver all hard copy and EDD on either 21, 14, or 7 day delivery schedules, depending upon the specific requirement of each individual sample delivery group. Less often, Contractors will also be required to deliver a simplified preliminary results data package on a 48 hour (volatiles only) or a 72 hour (semivolatiles, pesticides/Aroclors) schedule on an occasional basis. A full and complete hard copy and EDD would then be required 7 days after delivery of the preliminary results. Contracts will be awarded to technically qualified bidders offering the lowest price. Bidders will be evaluated on past performance, satisfactory results of on-site laboratory inspection, and satisfactory performance on Performance Evaluation Samples (PES). PES are designed to test a laboratory's ability to detect analytes of interest within established detection limits, and to deliver compliant hard copy documentation which supports the results of the PES. EDD will not be part of the procurement evaluation. Laboratories receiving contracts will, however, be required to comply with EDD requirements within 30 days of receiving awards. Bidders must request Performance Evaluation Samples from the Contracting Officer by close of business February 16, 2001. It is anticipated that PES will be mailed on or about February 28, 2001. Bidders will be given no more than 10 calendar days to complete the analysis and deliver all required data. Complete instructions regarding analysis and documentation will be included in the IFB.
