- Description
- The Volpe Center plans to procure a sole source from Earthsoft, Inc., Cantonment, FL, to purchase a) six (6) user licenses for EQuIS Geology and EQuIS Chemistry, b) six (6) licenses for ArcView Interface, c) six (6) licenses for GMS, LogPlot 2000, Groundwater Vistas, DUMPStat, Earthvision, EVS, CARStat, and Rockworks 99 interfaces, and d) maintenance and upgrades for the above items, a through c, which include product upgrades, bug fixes, FTP access, and technical support from December 21, 2000 through June 30, 2001. This requirement will be conducted under Simplified Acquisition procedures, FAR Part 13. The Volpe Center is providing technical support to EPA s Region 5 Superfund Division. Specifically, Volpe is supporting the development of the Environmental Data Management and Analysis Network (EDMAN). EDMAN is comprised of commercially available software products integrated specifically to meet EPA requirements. The foundation of EDMAN is the EQuIS database, which stores chemistry and geology data. EQuIS integrates directly with Region 5 s ArcView geographic information system (GIS) software and with a variety of 2-D and 3-D modeling software. Small business firms classified under SIC code 7379 that are interested in responding, must demonstrate in writing within 15 days of the date of this synopsis that they posses the rights to the licenses and are familiar with the special computational capabilities for Volpe Center programmatic requirements. Small business firms will be required to submit documentation in support of the above for evaluation by the Government p rior to receiving a Request for Quotation (RFQ). This proposed action is for services for which the government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about December 21, 2000. A single award will result from this solicitation. No telephone requests will be accepted only written requests for this solicitation will be accepted however, we will accept requests for this quotation via facsimile, at 617-494-3649, Attn: Diane E.
