- Westinghouse Savannah River Company (WSRC), management and operating contractor for the U.S. Department of Energy's (DOE) Savannah River Site (SRS) located near Aiken, SC, is seeking expressions of interest and capability from small business (SB) subcontractors for Environmental Remediation Services at SRS. The North American Industry Classification System (NAICS) applicable code is 562910. The services include RCRA/CERCLA environmental studies and report development from Pre-Work Plan Characterization through the final remediation action Record of Decision. The services will include Program Management, document/report development, field performance, well drilling, laboratory testing, geophysical surveying and mapping, graphic design, custom computer programming/modeling services, engineering services, environmental consulting, and complete responsibility for Operable Units (OU). OUs are specific radiological, nonhazardous and/or hazardous contaminated SRS site locations. An estimated 450 Operable Units involving various stages of RCRA processing and multiple locations are involved. Requirements include: 1) Aiken area or SRS onsite office. 2) Technical oversight of all field work to include Health & Safety, Health Physics, and Site (OU location) operations. 3) Well drilling and related services. 4) Sampling to include all media for radiological, hazardous and non-hazardous. 5) Groundwater Modeling to include three dimensional and use/development of new concepts & codes. 6) Compliance with all SRS, US DOE, US EPA, SCDHEC, and OSHA safety, operation, and security requirements. 7) Utilize existing DOE Integrated Contractor's Purchasing Team (ICPT) Analytical Laboratory basic ordering agreements. 8) Utilize DOE-SR data management system. Performance requirements include innovative approaches to SRS Site remediation considering all aspects of plans, documents, modeling, and field operations using state of the art resources while complying with and obtaining US EPA and SCDHEC Regulatory approvals. Parties submitting their expression of interest/capability must include examples of similar or related past performance and teaming experience, with point of contact names and phone numbers. SB's should demonstrate/document in their initial capability statement the financial ability to support fixed price/fixed unit price type contracts with milestone/deliverable payment schedules. Expressions of interest and capability must be in writing and received by WSRC on or before January 2, 2001.
