- Description
- Multidiscipline Design Services, procured in accordance with PL 98-582 (Brooks Act) and FAR Part 36, are required for award of a negotiated indefinite delivery firm-fixed price contract at Red River Army Depot (RRAD), Texarkana, Texas. The awarded contract will consist of a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in the contract will not exceed a maximum amount of $600,000.00 ($200,000.00 basic and $200,000.00 each for both option periods). An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm-fixed price task orders with a maximum amount of not to exceed $200,000.00 each. All work must be performed by or under the direct supervision of licensed Professional Engineers or Architects. The North American Industrial Classification System (NAICS) Codes applicable to this project are 541330, Engineering Services, and 541310, Architectural Services, which corresponds to SIC Codes 8711 and 8712, respectively. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Fort Worth District are (1) at least 61.4% of a contractor's total intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB), woman-owned small businesses (WOSB), veteran-owned small businesses (VOSB), Historically Black College /Universities or Minority Institutions (HBCU/MI), and HUBzone small businesses; (2) at least 9.1% of a contractor's intended subcontract amount be placed with SDB; (3) at least 5.0% of a contractor's intended subcontract amount be placed with WOSB; (4) at least 3.0% of a contractor's intended subcontract amount be placed with VOSB; (5) at least 2.0% of a contractor's intended subcontract amount be placed with HBCU/MI; and at least 0.5% of a contractor's intended subcontract amount be placed with HUBZONE Small Businesses; and the remaining 41.8% of a contractor's intended subcontract amount be placed with SB for a total of 61.4%. The plan is not required as part of this submittal. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. Projects located within other Districts and/or agencies responsibility may be added upon the approval of all parties. 2. PROJECT INFORMATION: The work may involve Design, Drafting, Planning, Studies, Site Investigations, Ground and/or Topographic Surveys, on-site Management, and Geotechnical Investigations associated with an Indefinite Delivery Contract for projects which are primarily of an Architectural Engineering or Environmental nature. Projects are expected to be for maintenance, repair, or alterations to existing facilities and/or new construction. Work may also include design/studies for value engineering, landscaping, architectural hardware, electronic communications, environmental, or EPA regulatory considerations. Services during a project's construction phase may also be required. 3. SELECTION CRITERIA: See CBD Note 24 (Monday issue) for a general description of the A-E selection process. The selection criteria for specialized experience and technical competence in descending order of importance is as follows: Specialized Experience and Technical Competence: (1) The selected team must demonstrate comparable projects within the last 5 years of sufficient size, scope, and complexity to illustrate the team's experience in the repair, renovation, or alteration design of existing facilities and infrastructures. The firm should pay close attention to conditions, utility systems, and new construction. (2) This contract will require (either in-house or through consultants) as a minimum, the following: 3 Registered Mechanical Engineers, 3 Registered Electrical Engineers, 2 Registered Architects, 1 hardware specialist, 2 Registered Civil Engineers, 2 Structural Engineers, 2 Cost Estimators, 1 Registered Fire Protection Engineer/Mechanical Engineer, 1 Life Safety Code Specialist, 1 Registered Landscape Architect, 1 Interior Designer, and 1 Registered Surveyor. (3) The firm must also have the capability to accomplish Value Engineering, Environmental Design, lab testing to include air monitoring expertise, and Construction Inspection. None of the above shall be dual disciplined. (4) Firm must show adequate team capacity to design three task orders concurrently while meeting all schedules. (5) Firm must demonstrate past performance with respect to cost control, quality of work, and compliance with performance schedules. (6) Firm must have personnel with at least three years experience in Fire Protection and Life Safety design and are familiar with the use and application of NFPA codes 80 and 101, and MIL-HDBK-1008C. (7) Firm must show experience in evaluating contractor's submittals and construction surveillance. (8) Firm must demonstrate experience in working with a testing laboratory to design for water quality, removal of friable asbestos, and remediation of lead-based paint hazards and underground toxic substances. (9) Firm must demonstrate past designs, which comply with Uniform Federal Accessibility Standards (UFAS) and Americans with Disabilities Act (ADA) requirements. (10) Firm must demonstrate success in prescribing the use of recovered materials, achieving waste reduction, pollution prevention, energy efficiency, and conservation in facility design. (11) Geographical Location: Firm must show familiarity with the Texas, Arkansas, Oklahoma, and Louisiana areas and their applicable architecture, building codes, environmental regulations, seismic requirements, and regulatory agencies. Firm must address fast response time capabilities. (12) Firm must possess capability to prepare specifications using Red River Army Depot Guide Specs. All narrative text, including specifications, shall be completed using Microsoft Office 97 (Microsoft Word and Excel) on IBM compatible equipment. (13) Firm must show the ability to submit drawings in both AutoCADD and Microstation utilizing current versions or indicate ability to convert drawings. (14) Firm must show experience and the capability of creating .CAL and .PDF files of all drawings. Firm must also show experience in creating .PDF files of specifications. (15)Firm must show the capability of providing files for submittal on CD-ROM discs. (16) In Block No. 10 of the SF 255, firm must show their last 12 month's DOD awards, stated in dollars. (17) Subcontracting: Firms must show the extent of participation of SB, SDB, HBCU/MI and WOSB in the proposed contract team, measured as a percentage of the estimated effort. (18) The primary means of communication between all active participants on the task orders will be via electronic mail. (19) Firm must include a Design Quality Control Plan in Block No.10 of the SF 255. The plan shall include a brief presentation of the internal controls and procedures that are used to ensure that a quality product is produced. (20) Block No. 10 will be limited to ten pages maximum. 4. SUBMISSION REQUIREMENTS: A. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one submittal package including an original SF 254 and SF 255 no later than 4:30 p.m. on the 30th day after the date of this announcement to be considered in the selection. The ll/92 version of the forms must be used. The day following this CBD announcement counts as day number 1. If the 30th day falls on Saturday, Sunday or Federal holiday, the deadline is the close of business on the next Government business day. Submit to: U. S. (b) It is requested that interested firms list the contract amount and date of all DOD contracts awarded during the last 12 months to the firm and all subsidiaries in Block 9 of the SF 255. (c) Responding firms must submit a current and accurate SF 254 for each proposed consultant. Additionally, all responding firms which do not have a current (within the past 12 months) SF 254 on file with the North Pacific Division, Corps of Engineers, must also furnish a completed SF 254. The business size status (large, small, and/or minority) should be indicated in Block 3 of the SF 255. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal years do not exceed $4 million. (d) No other information including pamphlets or booklets is requested or required. (e) No other general notification to firms under consideration for this project will be made and no further action is required. Solicitation packages are not provided for proposed A-E contracts.
