- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is DABT02-01-R-0001 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-20. This solicitation is a 100% set-aside for a small business. The standard industrial classification code is 7361 and the small business size standard is $5 million. A contractor must be registered in the Central Contractor Registration database in order to be considered for this award. This acquisition proposes to contract for non-personal services for personnel to work on a temporary basis depending on need, to supplement Government personnel shortfalls at the U.S. Army Garrison Transition Force, Fort McClellan, AL. The type of jobs that may be required can be seen in the Administrative Support and Clerical, Automatic Data Processing, Protective Service, Technical and Miscellaneous Sections of the applicable Department of Labor Wage Determination. The Wage and Hour Division Directory of Occupations can be reviewed for additional information on the Occupational titles contained in the Wage Determination. The contractor shall provide all personnel necessary to perform the services required and is responsible for all actions necessary to establish any management structure to support any requests made. The contractor shall provide a single point of contact through the life of the contract. This individual shall be authorized to act on behalf of the contractor for all matters relating to any order, and shall be designated in writing to the Contracting Officer. All personnel shall be trained and meet the highest industry standards for the services required. This is a requirements contract. All quantities are estimated and are based on the Government's best estimate or requirements for the type of personnel needed. Each delivery order issued against the resulting contract will identify the Contract Line Item (equivalent GS grade), and will include a description of the type work to be performed (Job Description), required qualifications and the number of estimated man-hours required. The contractor shall have ten (10) working days after the issuance of each delivery order to have the required personnel in place. The contractor shall provide administrative supervision of the personnel provided for the job to monitor performance. An on-site project manager should not be required for the performance of the contract. The Government retains the right to refer applicants for hiring purposes. Security Clearances are not required. Travel may be required for training purposes and will be included on individual orders at the Government's expense as a not to exceed amount. The contractor shall replace personnel providing services within three (3) working days when notified by the Contracting Officer that services are not acceptable. The solicitation is for an 8-month base period and a 4-month option period. The Base Period begins 1 February 2001 (or date of award, which ever is later) and ends 30 September 2001. The option period begins 1 October 2001 and ends 31 January 2002. The line items identified are General Schedule grades expected to be required. Department of Labor Wage Determination 1994-20001 for Calhoun County, Alabama dated September 12, 2000 applies to this acquisition. The Bid Schedule is as follows: Base Period, 1 February 2001 through 30 September 2001 0001AA GS 05 equivalent 2,782 HRS. 0001AB GS 07 equivalent 5,564 HRS. 0001AC GS 08 equivalent 2,782 HRS. 0001AD GS 09 equivalent 1,391 HRS. 0001AE GS 11 equivalent 2,782 HRS. Option Period I, 1 October 2001 through 31 January 2002 0002AA GS 05 equivalent 1,392 HRS. 0002AB GS 07 equivalent 2,784 HRS. 0002AC GS 08 equivalent 1,392 HRS. 0002AD GS 09 equivalent 696 HRS. 0002AE GS 11 equivalent 1,392 HRS. Unit Price must include G&A, labor burden, fringe benefits (cost of vacations sick leave, and federal holidays, insurance, ect.) and performance bonuses or incentive awards (if included in your company's compensation plan), and any other costs incurred by the contractor to provide these services. Bid Schedule pricing shall be provided on plain bond paper with company identification clearly visible. FAX bids are allowed but must be clear enough for the Government to identify information provided. Provisions at 52.212-1, Instruction to Offerors Commercial Items (excluding Paragraph h, Multiple Awards and substituting the following paragraph h, Single Award applies to this acquisition. The Evaluation procedures to be used for this acquisition are cost and price and past performance. Offerors shall identify past or current contracts (including federal, state, and local government, and private) for efforts similar to the Government requirement. Offerors with no relevant past performance history or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance. Offerors shall provide information on problems encountered on the identified contracts and corrective actions taken. The Government contemplates single award of all items. As a part of the offeror's package, the contractor must include a completed copy of the provision at 52.212-3, Representations and Certifications Commercial Items.
