Description
This synopsis constitutes market research to determine the extent of training available for potential award under FAR Part 12. It does not constitute a Request for Proposal. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, administration, supervision and other services necessary for classroom, trainer, and simulator training for aircrew personnel the Navy T-39 D/N (North American Sabreliner 40 as configured for the U.S. Navy), UC-39 E/G (North American Sabreliner 60 as configured for U.S. Navy), and C-9B (Douglas Aircraft DC-9 as configured for the U.S. Navy). All courses require a classroom (academic and practical), a picture Cockpit Familiarization Trainer (CFT) that depicts the entire cockpit, and a FAA certified flight simulator. The T-39/UC-39 pilot courses must be taught at a Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part 142 Sabreliner 40/60 certified Training Center. The Sabreliner (NA-265-60) flight simulator must be FAA certified to Level "A" or higher under current FAA Advisory Circular 120-40 or 121-14 criteria for the North American Sabreliner 40/60 configured cockpit. The C-9B pilot courses must be taught at a Federal Aviation Administration (FAA) 14 CFR Part 142 DC-9-30, 31, 32, or 33 certified Training Center. The DC-9 flight simulator must be FAA certified to Level "B" (with take-off and landing ground handling capability) or higher level under current FAA Advisory Circular 120-40 or 121-14 criteria for the Douglas Aircraft DC-9-30, 31, 32, or 33. All contractor pilot instructors shall be certified under the 14 CFR Part 142 Training Center certification. The anticipated course requirements shall include: 1) CT-30 E/F and T-39D/N Pilot Initial Course -- Maximum anticipated 60 months throughput is 12 students. The course shall be a maximum of 11 training days (12 consecutive days) and consist of the following: Approximately 77.5 total hours consisting of classroom training addressing admin/check-in, aircraft systems/ performance, flight planning, final exam, cockpit familiarization training, and a minimal of 33.0 hours flight simulator training (9.0 hours pre-brief/debrief and 24.0 hours of simulator flight training split between right/left seat in simulator per student; 12.0 hours when paired with a Naval Flight Officer (NFO)). 2) CT-39 E/F and T-39D/N Pilot Recurrent Course -- Maximum anticipated 60 months throughput is 32 students. The course shall be a maximum of 5 consecutive days and consist for the following: Approximately 35.0 total hours consisting of academic training that provides a systems review and addresses aircraft updates/lessons learned cockpit familiarization training and a minimal of 16.0 hours of flight simulator training (4.0 hour pre-brief/debrief and 12.0 hours of simulator flight training split right/left seat in simulator per student, 6.0 hours when paired with NFO). 3) CT-30 E/F and T-39D/N NFO Initial Course -- Maximum anticipated 60 months throughput is 12 students. This course will be the same as the Pilot Initial course. NFO's will attend the course concurrently with a pilot, sit in the co-pilot seat during simulator periods and perform duties as mandated by the Naval Air Training Operating Procedures Standardization (NATOPS) manual. 4) CT-30 E/F and T-39D/N NFO Recurrent Course -- Maximum anticipated 60 months throughput is 19 students. This course will be the same as the Recurrent Pilot course. NFO's will attend the course concurrently with a pilot, sit in the co-pilot seat during simulator periods, and perform duties as mandated by the NATOPS manual. 5) C-9B Pilot Initial Course -- Maximum anticipated 60 months throughput is 488 students. The course shall be a maximum of 11 training days (12 consecutive days) and consist of the following: Approximately 84.0 total hours consisting of classroom training addressing admin/check-in, aircraft systems/performance, flight planning, final exam, cockpit familiarization training, and 33.0 hours flight simulator training (9.0 hours pre-brief/debrief and 24.0 hours of simulator flight training split between right/left seat in simulator per student 6) C-9B Pilot Recurrent Course -- Maximum anticipated 60 months throughput is 1,192 students. The course shall be a maximum of 5 consecutive training days and consist of the following: Approximately 35.0 total hours consisting of academic training that provides a systems review and addresses aircraft updates/lessons learned, cockpit familiarization training, and 16.0 hours of flight simulator training (4.0 hour pre-brief/debrief and 12.0 hours of simulator flight training split between right/left seat in simulator per student. 7) C-9B Crew Chief Initial Course -- Maximum anticipated 60 months throughput is 232 students. This course will be the same as the Pilot Initial course. Crew Chiefs will attend the course concurrently with a pilot, sit behind the pilot/co-pilot during simulator periods, and perform duties as mandated by the Naval Air Training Operating Procedures Standardization (NATOPS) manual. 8) C-9B Crew Chief Recurrent Course -- Maximum anticipated 60 months throughput is 596 students. This course will be the same as the Pilot Recurrent course. Crew Chiefs will attend the course concurrently with a pilot, sit behind the pilot/co-pilot during simulator periods, and perform duties as mandated by the Naval Air Training Operating Procedures Standardization (NATOPS) manual. Organizations possessing a proven capability to provide the above and who intend to participate in any subsequent proposal process are invited to submit their qualifications. Response shall be limited to 8 pages maximum. CBD responses shall minimally identify/describe: FAA certification level of simulator(s) and location, description of other training devices and their possible applications, present/future status of 14 CFR Part 142 certification in the Sabreliner 40/60 and DC-9-30, 31, 32, or 33, and which required courses the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. Replies to this synopsis should reference the CBD notice number, solicitation number and date. Replies should also state extend the company's interest as prime or subcontractor in addition to indicating if they are a small business, small disadvantaged, woman-owned or HUB Zone business. Replies should convey any intentions to use subcontractors and the capabilities they will provide. Replies must be received within 30 days after the date of posting. Responses shall be by telegram, telephone, or responses combining more than one synopsis reference number will not be honored.
