Description

Presolicitation Notice: This solicitation includes two elements of work: (1) the design and construction of 100 new family housing units including site development; and (2) the demolition of 100 existing family housing units (include pavement and utilities) in the same general area as the new construction. Construction to be provided under the design/build concept. All work is located at Naval Air Station (NAS), Lemoore in the existing on-base family housing area. Contract completion time is 365 calendar days. The target cost for this procurement is $17,900,000. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 23321 and the Standard Industrial Code (SIC) is 1521 with a related small business size standard of $27,500,000. The contract will be awarded to the firm providing the proposal with the best value to the Government using the following technical criteria as outlined in the solicitation: (1) Past Performance; (2) Corporate and Key Personnel Experience; (3) Past Commitment to Small Business; (4) Dwelling Unit Design; (5) Site Design; and (6) Building Engineering/Environmentally Sensitive Design. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be directly provided in a paper hard copy format nor CDs. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site daily for any posted changes in this solicitation's plans and specifications which will be available on or about 5 January 2001. Download from the Internet is free of charge; however, the plans and specifications may take time to download. The address for downloading this solicitation from the Internet is http://esol.navfac.navy.mil. The official planholders list will be maintained on, and can be printed from this Internet site. All prospective offerors must register as plan holders on the Internet site for this project.
