Description
The U.S. Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, MacDill AFB, FL 33621. Contract Specialist for this action is Ms. Valerie Romanchek, (13) 828-7335/DSN 299-7335. USSOCOM has received congressional funding for procurement of a Low-Profile Night Vision Goggle (LPNVG) system. The objective of this solicitation is to obtain on a full and open competition basis, the best LPNVG that is brand name or equal to the AN/PVS-21 system specifications. This project is a procurement action only. No research and development (R&D) funding is included. The Directorate of Procurement intends to solicit and negotiate with a manufacturer of a Low-Profile Night Vision Goggle system for the purchase of an estimated quantity of 300 systems. The LPNVG shall be a Commercial off-the-shelf (COTS) and Non-Developmental Item (NDI). The system has a requirement to be worn by soldiers during the conduct of their daily mission via multiple mounting capabilities (i.e., head harness, fixed mount, helmet strap, etc). The LPNVG system shall be a small, lightweight, ruggedized image intensifier (I2) system that incorporates GEN III/GEN IV image intensifier tube technology. The LPNVG will be used for target detection, recognition, identification and as a navigational aid following military insertions into water, desert, jungle, mountain, and arctic environments. The LPNVG shall be fully operational during daylight, darkness, and in extremely adverse weather under battlefield conditions. The system is lightweight, compact for ease of use, and provides an abridged profile that reduces the neck strain on the user. The system must be simple to operate (by a soldier with minimal dexterity). The system shall incorporate a low hardware profile configuration, a see-through capability, and a built-in Heads-Up Display (HUD) and port. The low hardware profile assembly shall not exceed a threshold size of 8 cm depth, and a weight threshold of 750 g. The see-through field-of-view shall afford a +15 degrees to 80 degrees in vertical and 165 degrees horizontal capability. The image intensified field-of-view is 40o in each monocular of the binocular goggle system. The HUD shall use a one quarter (1/4) VGA active matrix twisted-nematic miniature LCD display in the beamcombiner. The HUD modules must be environmentally hardened and O-ring sealed to the HUD port. The system must operate at altitudes up to 35,000 feet. Operating temperature range must be -30 degrees Centigrade to 52 degrees Centigrade, with the ability to function in humid environments of 95% relative humidity up to 49 degrees Centigrade. The LPNVG system must be capable of saltwater immersion to 10 meters. The NAICS code is 333314, 500 employees and FSC Code is 5855. Anticipate release of the Request For Proposal (RFP) o/a 21 December 2000. The anticipated award date is o/a 28 February 2001. The Government will consider all timely proposals received. The Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) to be eligible for contract award or payment.
