- 17. NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR ICE DATA ANALYSIS/EVALUATION AND PUBLICIZING ENVIRONMENTAL WORKING GROUP (EWG) DIGITAL ICE CENTER DATA. The Naval Research Laboratory (NRL) intends to award on a sole source basis a contract for the evaluation of, and publicity for, the EWG Digital Ice Climatology data set. The effort involves describing the National Ice Center (NIC) ice analysis procedure as it impacts on the quality of the EWG data set and undertaking analysis of the data set to indicate its scientific value. Specific tasks include; evaluating the data set to identify weaknesses and strengths and the scope of its scientific potential, undertaking data analysis to extract scientific results and publicizing the results of the analysis along with evaluation of the data sets in a high profile refereed publication and at selected scientific conferences and meeting. Contractor's who feel they can fulfill these tasks shall demonstrate that they meet the following qualifications; knowledge of key science issues related to Arctic sea ice, as indicated by a PhD qualification in polar science, knowledge of Arctic sea ice characteristics and their remote sensing signatures as indicated by at least 3 years post-doctoral involvement in analysis of remote sensing data sets, experience of the EWG Digital Ice Climatology data set and its heritage as indicted by preliminary analysis and knowledge of the NIC ice charting procedures so that the contractor is fully aware of the limitations and potential of the data sets. Desired period of performance for this effort shall commence on or about January 1, 2001 and be completed by December 31, 2001. Vendors who feel they can provide the expertise, knowledge and specific familiarities to complete the tasks described shall fully identify their interest and submit their capabilities within 15 days after publication of this synopsis. Responses received after 15 days or without the sufficient documentation of experience shall be considered to be non-responsive to the synopsis and not be considered. Numbered Note 22 applies to this procurement.
