- 17. Solid Electrolyte Oxygen Separator. The Air Force Research Laboratory, Human Effectiveness Directorate, Biodynamics and Protection Division, intends to enter into a 12 month, Cost Plus Fixed Fee type contract on a Sole Source basis with Air Products and Chemicals, Inc. (APCI), Allentown, PA, for an estimated $3,300,000.00. NAIC Code 54171 has been assigned. This contract action will be accomplished as a modification to the existing contract F41624-00-C-6000 with APCI. A SECRET Security Clearance is not be required in performance of this work. This contract provides for exploratory research on an electrically-driven solid electrolyte oxygen separator using planar electrolytic ceramic membranes which uses advanced materials, such as a ceria-based electrolyte. The goal of the contract is to advance oxygen generation technology for military ground-based and airborne applications and make it easier to deploy, more compact, and less expensive than traditional oxygen generation technologies. This announcement is NOT a Request for Proposal or announcement of a solicitation. Any non-technical and/or contractual questions should be referred to, Judith Puzio, (210) 536-6265. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contraction officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
