- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12/6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00406-01-T-0127 is issued as a request for quotation. The following FAR/DEFARS clauses are incorporated by reference or full text: 52.212-4, 52.212-1, 252.204-7004, 252.225-7017, 5252.213-9402, 252.212-7001(252.225-7001, 252.227-7015 APPLY). 52.212-5 (52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37 & 52.232-33 APPLY), 52.247-34, 52.252-2, 52.212-3, 52.216-1, 52.225-7035, & 5252.213-9401. Applicable local clauses: Prohibited Packing Materials; Preparation for delivery (Commercially Packaged Items); Inspection and Acceptance (Destination); Proof of Delicery; & Award Criteria (RFQ) are incorporated and are available upon request. CLIN 0001, QTY: 1 LOT, PROVIDE THE FOLLOWING SERVICE: PROVIDE DESIGN, ENGINEERING AND INSTALLATION ASSISTANCE FOR REFURBISHMENT OF LARGE HEAT TREAT FURNANCE CAR BOTTOM. LOCATION: PUGET SOUND NAVAL SHIPYARD, BREMERTON WA 98314. PROJECT MUST BE COMPLETED NOT LATER THAN 30 JUN 01. SPECIFICATIONS: PROVIDE DESIGN, ENGINEERING, AND INSTALLATION ASSISTANCE FOR REFURBISHMENT OF LARGE HEAT TREAT FURNACE CAR BOTTOM PER SPECIFICATIONS LISTED BELOW. DESCRIPTION OF PROBLEM TO BE FIXED: THE CAR BOTTOM FURNACE IN BUILDING 452 SHOP 37, PSNS NEEDS TO BE MODIFIED AND IMPROVED. THE FURNACE CAR IS 20 FEET LONG X 12 FEET-8 INCHES WIDE X 18" THICK. THERE ARE STAINLESS STEEL ANGLE PLATES THAT ARE 1 INCH THICK X 12 INCHES WIDE ALL ALONG THE LENGTH OF THE FURNACE CAR ON BOTH SIDES. AS AFTER THE FURNACE CAR IS ROLLED IN AND THE FURNACE IS TURNED ON THE CAR BOTTOM EXPANDS AND THE ANGLE PLATES ARE JAMMED INTO THE SIDES OF THE FURNACE FRAME. THE CAR BOTTOM THEN BECOMES STUCK AND CANNOT BE ROLLED OUT USING THE CAR DRIVE. THE CAR BOTTOM HAS TO BE JERKED OUT WITH A TOW VEHICLE AND A CABLE. THERE IS 12 INCHES OF SOFT CASTABLE REFRACTORY WITH A 6-INCH CAP OF HEAVY-DUTY HARD REFRACTORY. THE FURNACE IS DESIGNED TO BE OPERATED AT A TEMPERATURE RANGE OF 400 DEGREES TO 2050 DEGREES FAHRENHEIT. THE SURFACE OF THE FURNACE CAR IS CRACKED IN SEVERAL PLACES AND THERE ARE SEVERAL AREAS WHERE THE CASTABLE IS MISSING. THERE ARE APPROXIMATELY 10 OF THESE AREAS 2-FEET SQUARE AND APPROXIMATELY 3-INCHES DEEP. REQUIRED REPAIRS: THE REPAIRS TO THE FURNACE CAR NEED TO BE AS FOLLOWS: REMOVE THE STAINLESS STEEL ANGLE PLATES AND REMOVE AND REPLACE REFRACTORY ALONG THE LENGTH OF THE FURNACE CAR 2-FEET IN FROM EACH SIDE. THE REPLACEMENT MATERIAL IS TO BE SEGMENTAL CERAMIC FIBER MODULES SUPPORTED WITH SEGMENTAL CERAMIC CELL BLOCKS. THE CELL BLOCKS AND MODULES NEED TO BE STRONG ENOUGH TO SUPPORT THE WEIGHT OF THE REPLACEMENT FLOOR AND THE FURNACE LOADS. THE AVERAGE LOAD IS 150 POUNDS PER SQUARE FOOT. REPLACE THE STAINLESS STEEL ANGLE BRACKETS. THE REPLACEMENT MATERIAL NEEDS TO BE ENGINEERED SO THAT WHEN THE FURNACE IS HEATED THE CAR BOTTOM WILL NOT EXPAND ENOUGH TO WEDGE THE CAR BOTTOM IN PLACE. REMOVE AND REPLACE OR REPAIR THE 6" THICK CAP OF HEAVY-DUTY REFRACTORY THAT FORMS THE FLOOR OF THE FURNACE. DESIGN A SEALING SYSTEM THAT SEALS THE HEAT FROM THE TOP SURFACE OF THE FURNACE CAR. THE COST OF THIS WORK WILL INCLUDE THE FOLLOWING: a) DESIGN OF THE SYSTEM (REFERBISHMENT PLAN PER SPECS). b) ALL MATERIALS REQUIRED TO DO THE WORK. c) DELIVERY OF ALL MATERIALS TO P.S.N.S. d) ASSISTANCE AND GUIDANCE TO SHOP DURING INSTALLATION. e) VERIFICATION THAT REPAIRS ACHIEVE THE DESIRED SEALING & STOP THE EXPANSION OF THE FURNACE CAR AGAINST THE FURNACE FRAME. THIS IS TO PREVENT THE HEAT OF THE FURNACE FROM MIGRATING DOWN THE SIDE OF THE FURNACE CAR & BEING TRANSFERRED TO THE HARD CASTABLE ON THE SIDE OF THE FURNACE, THE POINT WHERE THE EXPANSION HAS CAUSED THE PROBLEM. TO MAINTAIN COMPATIBILITY WITH THE ENERGY SAVING & INSULATION SYSTEMS THAT ARE CURRENTLY IN PLACE WITH OUR FORGING AND HEAT FURNACES, THE MATERIALS SUPPLIED ARE TO BE USED IN CONJUNCTION WITH CERAMIC COATINGS & CERAMIC PRODUCTS FROM INTERNATION TECHNICAL CERAMICS INC. OR EQUIVALENT. (CUSTOMER TO DETERMINE EQUIVALENCY.) THE MATERIALS ARE LISTED AS ITC 100HT, ITC 200EZ, ITC 148 CERAMIC FILL, ITC 396A TOPCOAT AND ITC 213 COATING FOR METALS (END USER TO APPROVE EQUALS PRIOR TO AWARD OF CONTRACT).
