Description
The Federal Bureau of Investigation (FBI) has a requirement to acquire system enhancement services in support of the National Crime Information Center (NCIC) International Vehicle File Project. This acquisition is restricted to a set-aside for small business concerns. North American Industry Classification System (NAICS) code is 541330 (Engineering Services) and the small business size standard is $4 million in annual receipts. This announcement is a synopsis only. A formal solicitation (RFP#609189) is available upon written request. All requests for solicitation RFP#609189 are to be submitted in writing no later than 5:00pm EST on December 22, 2000 to the Federal Bureau of Investigation (FBI), 1000 Custer Hollow Road, Clarksburg, WV 26306, Attn: Linda S. Patterson, Contracting Officer, Module B-3 or via facsimile at 304-625-5391 or via the Internet at lpatters@leo.gov. A firm-fixed-price purchase order will be issued as a result of this solicitation. Functional Requirements are as follows: upgrading the Standard Query Language (SQL) Server from Microsoft SQL Server 6.5 to Microsoft SQL Server 7.0; programming an existing United States National Crime Bureau (USNCB) server to perform both NCIC 2000 compatible Vehicle and License Plate File (QV) and Boat File (QB) queries and NICB-bound National Law Enforcement Telecommunications System (NLETS) NAQ transactions and return the responses to the user through both Browser and ASF mail methods; enable the processing of multiple Vehicle Identification Numbers (VINs) from both the interactive Browser (main) query screen and the batch VIN screen; enabling the processing of partial VINs from the main query screen; activating e-mail response for queries which reach a "time-out" status; filtering NCIC Vehicle File linked responses from user replies; completing pre-formatted language translation screens; extracting the NICB VIN Assist analysis from NICB responses and match this data with the Browser user response; and, connecting the NCIC International Project servers to the direct NCIC link provided by the FBI. The Statement of Work (SOW) details the requirements for documentation, system testing, user training, after delivery support, and final product acceptance related to the technical tasks listed above. The server network which is being upgraded through this task order is located in the data center of INTERPOL United States National Central Bureau, 1301 New York Avenue, Washington, D.C. 20530. All server development tasks will be performed at this location. The contractor shall demonstrate technical experience in the following Information Technology applications: Transmission Control Protocol/Internet Protocol (TCP/IP), Simple Mail Transport Protocol (SMTP), National Crime Information Center 2000 TCP/IP and Bi-sync query and response format, National Law Enforcement Telecommunications (NLETS) messaging format, National Insurance Crime Bureau (NICB) query and response format, Microsoft Standard Query Language (SQL) 6.5 and 7.0, Microsoft Internet Explorer 4.0 and 5.0, Familiarity with Prolifics Products and Prolifics Report Writer, X.25 Protocol, X.400 E-mail messaging, Frame Relay, -- HTTP/asp browser-based web page development.
