- Description
- The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, The Department of the Air Force, Air Force Material Command SMC DET 11, Peterson Air Force Base, Colorado, intend to procure on a Sole Source basis from ITT Industries, Systems Division, 1460 Garden of the Gods Road, Colorado Springs, CO 80907-3414, 719-594-4475, Julia E. Johnson, the following equipment: (2) Pseudo Random Noise (PRN) Ranging Processor Part 021-138255-01; (4) Pseudo Random Noise (PRN) RF Processor Part 021-130165-01; (3) Pseudo Random Noise (PRN) IF Processor Part 021-138320-01; (10) Single Board Computer Part 002-138285-01; and Level 3 Engineering Drawings for each component in electronic and hard copy. PURPOSE: The Air Force Material Command SMC DET 11 procures spare satellite and telemetry components for Department of Air Force ground antenna sites. The Pseudo Random Noise (PRN) Ranging Processors and single board computers specified above will be shipped to Hill AFB, Utah to be held as replacement spares for Department of the Air Force GPS sites. ESD packaging for each component is required. Individual packaging and container labeling is required to ease shipment of spares from Hill AFB to appropriate site. IMPACT: These components are used to replace retired, defective or broken GPS satellite and telemetry equipment for Department of the Air Force ground antenna sites. The PRN Ranging Processors are unique and manufactured specifically to Air Force specifications. A consequence of the uniqueness of the parts is the length of time from request to delivery of the components, which can be several months. An adequate number of spares need to be procured and maintained on-hand for quick replacement. The Department of the Air Force cannot afford to have GPS ground antenna sites on-line for several months. The Ranging Processor to be procured must be developed with strict adherence to Department of Air Force Military Specifications (Mil Specs). JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: ITT Industries, Systems Division, is the current manufacturer of the Ranging Processors for the Department of the Air Force. Some of the Mil Spec parts used in the fabrication of the spares are no longer available. ITT Industries has been granted a specific Waiver for Military Specification from the Department of the Air Force for development and/or substitution of parts. ITT Industries is also able to provide the required shipping packaging and Level 3 drawings. NAICS 334220 750 employees. Concerns having the ability to furnish the above equipment are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
