Description

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, is soliciting proposals on a sole source basis to Diatech, Inc., to award a one year plus 4 option years Time & Materials Requirements Indefinite Quantity Indefinite Delivery contract for Radar Cross Section (RCS) technical and engineering support to the Naval Air Warfare Center Weapons Division RCS test facilities and the Low Observable Technology Special Programs Office (LOTSPO). The contractor shall: provide NAWCWD RCS customers with concepts for implementing RCS testing on unique individual target hardware based on the capabilities of the RCS test facilities and radar capabilities, evaluate hardware and software performance, troubleshoot problems, provide hardware upgrades as required to meet customer requirements, identify replacements for obsolete hardware and components, identify workarounds to unexpected hardware/software failures, provide software upgrades to the RCS radar operating systems and data reduction/analysis software suites, conduct configuration support involving all aspects of RCS including proposed system upgrades, unique test setups, range stability, system uncertainties, calibration targets and techniques, technical analysis of customer requirements, and changes affecting hardware/software setups and profiles, and perform Range Systems Engineering tasks directed at improving the performance of the RCS radars, target positioning equipment, and data reduction systems used at the NAWCWD RCS facilities. Diatech possesses a unique understanding of the RCS range design capability, including Bistatic repeater design, ELAN radars, requirements definition for technical capability. Diatech is the only known firm knowledgeable about the existing Etcheron Valley RCS range systems, configurations, performance, capabilities, that does not also develop products tested at the facility. Diatech offers independent analysis of Etcheron Valley range items under test, test configurations, procedures and analysis of test data quality. Award will be made on or about 22 Jan 2001. All responsible sources may submit a proposal, which shall be considered by the agency. Numbered Notes 22 and 26 apply.
