Description
The Environmental Protection Agency (EPA), through its Office of Emergency and Remedial Response (OERR), has a requirement for contractor technical and analytical support for the Superfund Sample Management Office (SMO). All SMO activities fall under the following general tasks: 1) Scheduling, tracking and reporting of samples; 2) Contract compliance screening; 3) Invoice review and validation; and 4) Other SMO operations. This support is needed for scheduling, tracking and documenting the receipt and analysis of samples submitted by 10 EPA regions to commercial laboratories throughout the U.S., which perform routine analytical services. The SMO contractor will provide the following technical support activities: review contract laboratory invoices and record funding and disbursements; conduct Quality Control inspections of laboratory deliverables; and other related support activities such as management reporting. A critical element of these activities is to support cost recovery and litigation requirements under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendments and Reauthorization Act (SARA) of 1986. Offerors will be required to demonstrate their understanding of and ability to perform the required tasks as well as their understanding of the EPA's Contract Laboratory Program (CLP). The Government anticipates award of one cost reimbursable cost-plus-fixed-fee, level of effort contract for a total performance period of 60 months; there will be one 30-month base period of performance and one 30-month option period. Each 30-month period has an estimated level of effort of 300,000 direct professional labor hours, with an option in each period for up to an additional 190,000 direct professional labor hours. The solicitation is expected to be issued in January 2001. The closing date has not been determined; see the solicitation when issued for the closing date. This effort is being competed on a full and open competition basis -- all responsible sources may submit a proposal which shall be considered by the Agency. Contract period of performance is expected to begin on July 1, 2000.
