Description

Under new communication directives, cable television providers must have a franchise, license, and base access letter in order to provide service to any location on Dover AFB including military family housing and dormitories. For housing, dormitories, and non-government official outlets, Dover AFB intends to grant a non-exclusive franchise, license, and access letter, upon approval of the Installation Commander, to interested offerors meeting pre-performance and technical requirements to provide cable television services on Dover AFB. For all government-official outlets, Dover AFB intends to award a subscription contract to an offeror meeting requirements of the contract to provide all necessary personnel and equipment necessary to construct, install, operate, and maintain a cable television system on Dover AFB, Delaware. The period of service for the subscription contract will be for a basic year with four one-year option periods. The estimated performance start date is 1 October 2001. This requirement is full and open competition. Only offerors who complete the franchise agreement, license, and request for base access letter will be eligible to compete for the subscription contract. Estimated date for posting of the subscription contract on the Electronic Posting System (EPS) website is 1 May 2001. All responsive and responsible sources will be considered.
