- R- The U.S. Department of Education's Office of Student Financial Assistance requires a graphic designer support contractor. Statement of Work Objective: The objective is to create materials for SFA's new identity, or "brand," and develop and implement strategies, employing the new brand, for communications that will increase the usage of key SFA products that will reduce unit cost and increase customer satisfaction. Deliverables The order shall require the following deliverables with the accompanying due dates: Deliverable #1 "Identification, development, and delivery of an SFA brand'" The contractor shall develop graphic and verbal "brands" for SFA so that a solid, consistent, and professional "identity" can be demonstrated. The contractor may propose a more definitive breakdown in the identification of deliverables, such as: logo treatment, style, training and presentations guidelines, technical guidance, etc. The contractor shall provide a style guide with usage guidelines that completely describe how the SFA "brand" should be employed in all media print, video, Web, etc. and how to allow for a "family" of brands that encompass SFA's three customer channels (Students, Schools, Financial Partners). Due Date: 10 weeks after task award Deliverable #2 (optional) "Strategic Communications Services" The contractor shall provide an overarching strategic communications plan aimed at stakeholders beyond SFA staff and the Education Department. The contractor shall offer several outreach "campaigns" aimed at SFA customers (Students, Schools, Financial Partners), designed to increase the usage of key electronic products that lower unit cost and increase customer satisfaction. If this deliverable is exercised it must be done so during FY 2001. Due date: 26 weeks after task award This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation number for this contract action is ED-01-Q-1208. This combined document serves as the synopsis/solicitation and is issued as a Request for Quote. The solicitation document and incorporated provision and clauses are those in effect in Federal Acquisition Circular 97-3. The associated North American Industry Classification System (NAICS) code for this acquisition is 54143, Graphic Design Services formerly Standard Industrial Classification code 7336. The small business size standard for this NAICS code is average annual revenues of $5.0 million. Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The addenda to this provision is that the SF 1449 will not be used or accepted. The offeror should submit a detailed capability statement that certifies that it can meet the requirements of the Government while addressing the evaluation criteria and a list of three references who can verify that the offeror has performed similar work for their organization. The offeror must submit an original and one copy of the technical capability statement. The capability statement should not exceed three 8 1/2" X 11" pages. In addition offerors are permitted to submit two 8 1/2" X 11" page that demonstrates its capabilities. Provision 52.212-2, Evaluation Commercial Item is applicable to this acquisition. The specific evaluation criteria to be included are: (i) artistic and technical expertise of the item and the offeror's corporate capability to meet the Government requirement and (ii) price. The evaluation process will consist of two steps. The first step will consist of evaluating the offeror's artistic and technical expertise at utilizing graphic arts and strategic outreach to communicate a brand and image aligned with Student Financial Assistance's mission of (a) helping to put America through school and (b) transforming government (as the Federal government's first Performance-Based Organization). The offeror's proposal should include portfolio examples of similar graphic design and strategic outreach communications experience and a fixed price quote based on the objectives and requirements in the statement of work. As a result, three offerors will be chosen, based on the best value to the government taking into account the offerors artistic and technical expertise, corporate capability and experience, and price to participate in step two. Step two will consist of an oral presentation by the offeror of conceptual proposals for a graphic identity and strategic outreach communications. The quote must be signed by an official authorized to bind the organization. The concept that best communicates items (a) and (b) in step one above will be chosen for award with price being a factor. An award for this order is subject to the availability of funds. Offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certification -- Commercial items with their offer. Provision 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Provision 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Also, under paragraph (b) of the provision items 12,13,14,15,16, and 23 are applicable to this acquisition.
