- Description
- Description of Work: This will be an indefinite quantity, multi-task construction contract with prime contractor fixed labor rates for a wide variety of maintenance, repair, and minor new construction tasks. Work will be performed at (or in the vicinity of) Georgia, Savannah Harbor, Corps of Engineers civil works requirements, and other Federal Facilities. The contract is to provide expeditious execution of Task Orders for general construction or remediation of real property type work, which will vary from site to site. There will be a guaranteed minimum for the base period of $90,000 and $45,000 for each option period. The contract maximum amount will be $4,500,000 for each period. The contract will be for a base and two option periods. Network Analysis may be required on Task Orders. OFFERORS ARE REQUIRED TO SUBMIT BOTH COST AND TECHNICAL PROPOSAL INFORMATION AS STATED IN THE SOLICITATION. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a NO-GO, the offeror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. THE FOLLOWING EVALUATION CRITERIA WILL BE USED FOR SELECTION: 1. Past Performance. a. Timeliness of Performance b. Quality of Performance 2. Experience. 3. Management Effectiveness a. Management Structure b. Rapid Response Estimated cost range of this project is $10,000,000.00 to $25,000,000.00. This solicitation is issued on an unrestricted basis pursuant to the "Business Opportunity Development Reform Act of 1988" (Public Law 100-656). The NAIC Code 233320 (Small Business size standard is $27.5 Million). Only paper copies of this solicitation will be available. Note: all requests for solicitation packages must be made in writing no later than 12/20/00. Requests may be faxed to 912-652-5828. Documents will be issued on a first come first served basis until supply is exhausted. It has been determined that the number of sets be limited to one (1) per firm. (Additional copies will be the responsibility of the requestor).
