Description
This project consists of deepening of the existing 40 feet (MLW) Federal Navigation Channel System to a depth of 47 feet (MLW). The project area is located along the northern channel of the West End of KVK Channel and Bergen Point. The project consists of the dredging and disposal of non-rock and entire drilling, blasting, dredging and disposal of rock. The scope of work also includes the sampling of subsurface materials at locations. The non-rock materials unsuitable for the HARS placement will be disposed at the Government designated Upland Disposal Facility and Confined Disposal Facility of the Port Authority of New York and New Jersey located at the entrance of Elizabeth Channel. The estimated cost range for this project is $50,000,000.00 to $100,000,000.00. Completion time is 800 calendar days after receipt of Notice to Proceed. The NAICS No. for this project is 234990. Solicitation documents will be available on or about 22 December 2000. Bid opening date will be 22 January 2001 at 11:00 A.M. or thirty (30) days following solicitation available date. Bid opening will be held in room 1841. Solicitation is available on CD-Rom and there is no charge. A Small Business Subcontracting Plan is required for all large firms. The subcontracting plan must be in conformance with all aspects of FAR Subpart 19.7. This includes evaluation of an offeror's past performance with respect to its allotment of work to Small, Small Disadvantaged and Women-Owned Small Business concerns. A contract will not be awarded unless and until the Contracting Officer has determined (with advice from SBA) that it's subcontracting plan provides for effectively implementing the Small Business Programs within its activities including achieving program goals and to ensure contracting and technical personnel maintain knowledge of small, small disadvantaged, maximum practicable opportunities for Small, Small Disadvantaged and Women-Owned Small Business concerns to participate in contract performance. In determining the acceptability of a proposed subcontracting plan, the Contracting Officer will evaluate all relevant factors inclusive of the evaluation of the offerors's past performance in awarding subcontracts for the same of similar products or services of Small, Small Disadvantaged and Women-Owned Small Businesses. The Corps of Engineers is responsible and women-owned small business program requirements. In line with the emphasis on this program, the Corps of Engineers, New York District is particularly desirous of increasing subcontracting opportunities for small business concerns, small disadvantaged business concerns and women-owned small business concerns.
