Description

Work consists of furnishing all plant, labor, equipment, and materials to perform all work required for the Simplified Acquisition of Base Engineering Requirements (SABER) contract at Shaw AFB, SC. This will be a Firm-fixed price indefinite delivery/indefinite quantity (IDIQ) with Economic Price Adjustment (EPA) type contract for construction efforts at Shaw AFB, SC, Poinsett Weapons Range, and Wateree Recreation Area. The contract will involve a wide variety of construction tasks as listed in the PROGEN estimating system Unit Price Book (UPB). The contractor will be required to furnish all materials, equipment, and personnel necessary to estimate, plan, design, manage, and accomplish the job. Individual jobs will vary in size, with the majority expected to be in the small to medium range. The jobs will involve a variety of trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Projects will be in support of real property maintenance, repair, alteration and/or new construction. The performance period is one(1) base year with four (4) option years. Multiple awards will not be made. The guaranteed minimum amount is $100,000.00 with a maximum of $5,000,000.00 per year. The minimum amount per task order is $2,500.00 and the single order maximum is $500,000.00. The proposed contract set aside for nationally certified 8(a) contractors. The applicable North American Industry Classification System (NAICS) for this acquisition is 23332 with a three-year average size standard of $27.5 million. The successful contractor will be selected using technical/performance/price tradeoff procedures resulting in the best value to the Government. Technical and past performance is significantly more important than price. It is anticipated that the solicitation will be issued on or about 09 Feb 01 on the Federal Business Opportunities (FedBizzops) web site at www.eps.gov. Paper copies will not be available.
