- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is CPSC-Q-01-5054 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This solicitation is issued on an unrestricted basis. The North American Industry Classification System (NAICS) code is 334516; small business size standard is 500 employees. The CPSC requires a Thermogravimetric Analyzer/Differential Scanning Calorimeter (TGA/DSC) for use in its Division of Chemistry for determining Thermal Properties of samples, such as Ignition Temperature and Heat Release rates. The minimum requirements are as follows: DSC should be capable of operating from ambient to at least 725 aC with controlled linear heating and rates from 0.1 to 100 aC/minute. Temperature precision b0.1C. Calorimetric accuracy and precision b2% or better based on metal standards. TGA should be capable of operating from ambient to at least 1000 aC with heating and cooling rates from 0.1 to 100 aC in 0.1 aC increments. The furnace should be corrosion resistant. Temperature precision b1 aC. Balance sensitivity of 3 g. Both TGA and DSC should be capable of operating in various atmospheres such as oxygen, air, nitrogen, argon and carbon dioxide. System should include computer, monitor, color printer, and all necessary software needed for analyzing samples, interpreting data and printing reports. All accessories and consumables needed to do a minimum of 400 tests shall be included, as well as standards required for calibration. Installation of all equipment at test site and initial system training. Offerors shall provide cost for any additional training required. Delivery is desired no later than 6 weeks after receipt of order. System installation and training shall be performed at the CPSC Division of Chemistry Laboratory, Bldg. H, 10901 Darnestown Road, Gaithersburg, Maryland, 20878-2611. The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors XCommercial Items, and FAR 52.212-2, Evaluation-Commercial Items, and FAR 52.212-3, Offeror Representations and Certifications XCommercial Items. Quotations shall be proposed based on F.O.B. Destination to Gaithersburg, Maryland. Quotations are due no later than January 3, 2001 by 4:30 p.m., EDT. Quotations may be mailed to: Consumer Product Safety Commission, Division of Procurement Services, Attn: Andy Graves, 4330 East West Highway, Room 517, Bethesda, MD 20814. Offerors shall submit their quotation in accordance with this solicitation and FAR provision 52.212-1, including a completed copy of the provision at 52.212-3 with the quotation. The FAR provisions and clauses may be accessed electronically at the following website address: http://www.arnet.gov/far/loadmain52.html. Offerors shall state in their quotation whether or not the information technology that will be provided is Year 2000 compliant. FAR provision 52.214-21, Descriptive Literature. Evaluation Factors: Quotations will be evaluated based on a combination of price, past performance, and product specifications that meet the agency s requirements. Offerors shall provide a list of recent customers who have bought similar equipment from the offeror. The offeror shall provide the company name and address, contact person, and phone number for each customer. The CPSC intends to make a single award to the responsible offeror whose quotation conforms to all requirements of the solicitation and is considered to be the best value to the Government. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions XCommercial Items, and FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes of Executive Orders XCommercial Items. In addition, the following FAR clauses at 52.212-5 (b) are applicable: FAR clause 52.222-26, Equal Opportunity (E.O. 11246), FAR clause 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), and FAR 51.232.34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration, FAR clause 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793) and FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). All responsible sources may submit a quotation that will be considered by the agency, Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration.
