Description
The Government intends to negotiate a Firm Fixed Price type Purchase Order for Hotel Conference Services in accordance with FAR subpart 13.5 "Test Program for Certain Commercial Items" (CLINGER -- COHEN), with 100% full and open competition. The Period of Performance for the resulting Purchase Order will be from 20 August 2001 through 24 August 2001. The North American Industry Classification System Code is 721110, and the corresponding Standard Industrial Code (SIC) is 7011. Conference services include lodging, meals, classroom set-up, state-of-the-art audiovisual equipment, transportation, and administrative support for 345 people. Hotel must be located in Downtown Norfolk, and a have a 3-star or above rating. Hotel must be equipped with one room of classroom set-up for 320 people with additional seating for 30 people in the back of the classroom. In addition, hotel must be equipped with one room to accommodate 140 people, two rooms to accommodate 70 people, two rooms to accommodate 35 people, and two rooms to accommodate 20 people, for one three (3) hour evening session. Hotel must also be equipped with a separate room to be used as an office to accommodate 12 people, including administrative support. Hotel must have classroom support to include audio-visual equipment, such as view graph projector and screen, laptop computer projection hook-up. Hotel must be equipped with a stage for presentations. Hotel must have adequate facilities to accommodate a social mixer for all arriving attendees. Hotel must have capability to support three luncheon banquets for 355 people, and morning and afternoon breaks including beverages and snacks. Hotel must provide Transportation to and from the airport, and to and from various tour sites. Contractors are reminded to submit a technical description of the hotel in accordance with FAR 52.212-1 (b) (4). All responsible sources must submit pricing and past performance data by 4:00 p.m. on the date the offer is due. Potential Offerors are hereby notified that the Solicitation and subsequent Amendments to the Solicitation will only be available by downloading the documents at the FISC Norfolk Website: http://www.nor.fisc.navy.mil/contracts/solicitations/default.htm or at http://www.neco.navy.mil. This office will no longer issue hard-copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the quote. The RFQ will be issued approximately 13 December 2000.
