Description
The National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to negotiate on a sole-source basis with the National Association of State Alcohol and Drug Abuse Directors (NASADAD) for a project entitled, "Practical Implications of Alcohol Research for State Alcohol and Drug Abuse Directors -- Issue Briefs." The statutory authority to negotiate with NASADAD is 41 U.S.C. 253 (c)(1) under FAR reference 6.302-1. The purpose of the proposed contract is to provide support for communicating alcohol research findings and implications to State Alcohol and Drug Abuse Directors through the production and dissemination of four issue briefs based on the most up-to-date research available. NIAAA requires services that include but are not limited to collecting, reviewing, analyzing, writing, rewriting, copy editing, proofreading, preparing camera-ready copy, printing and distributing the issue briefs to State Alcohol and Drug Abuse Directors, their staff and other audiences as deemed appropriate by the NIAAA. NASADAD is in a unique position to assemble, publish and disseminate these products. As NASADAD members, the Single State Agencies (SSAs) are responsible for certifying professionals, accrediting treatment programs, contracting with community-based providers, collecting and analyzing data, assuring quality services and establishing performance and outcome measures. NASADAD is the only national entity with a research, dissemination and synthesis mission directed toward SSAs. NASADAD is experienced in bringing current research findings on alcohol abuse and alcoholism to SSAs in a succinct and pragmatic form that addresses State level implications of research.
