Description
The A/E services to be provided under this procurement consist of field investigation, studies, final designs, specifications, and related engineering services for a Cryogenic Structural Tank Testing Facility at Marshall Space Flight Center (MSFC) in Huntsville, Alabama. This synopsis is to solicit firms interested in performing multiple studies, designs, and cost estimates for this facility. This project will require expertise in the following disciplines: site planning and preparation, environmental hazard considerations, HVAC, plumbing, fire protection, compressed and high pressure air systems, cryogenics, electrical power distribution, electronic direct digital control systems, instrumentation and control, structural analysis and design, firex systems, and gaseous alarm systems. The A/E firm shall show evidence of extensive experience in these disciplines and shall specifically show evidence of expertise in experience profile codes 009, 033, 036, 043, 051, 077, 079, 080, 100, 101 and 115. The estimated range of construction cost for this project is $15,000,000 -- $30,000,000. The project is being synopsized in anticipation of selecting an A/E firm. Contract award for these projects will be contingent upon project approval. The A/E firm will: 1. Perform field investigations, including project criteria studies; 2. Prepare construction bid packages consisting of calculations, design drawings, and specifications; 3. Develop construction cost estimates to be used as the Government estimates for construction; 4. Provide shop drawing review services necessary to accomplish the project designs and construction; 5. Provide designs on an Intergraph or compatible CAD system. The following criteria will be used in the preliminary screening of the A/E firms responding to this announcement for the subject projects. In order for the responding A/E firms to be considered, they must: 1. Respond to this announcement for this solicitation; 2. Provide the latest versions of Standard Form 254 and Standard Form 255; 3. Have in-house expertise in the disciplines of architectural, civil, environmental, structural, mechanical, electrical and electronics, instrumentation and controls, specification preparation, and cost estimating; 4. Have registered professionals in the disciplines of architectural, civil, environmental, structural, mechanical, and electrical engineering, and instrumentation and controls; 5. Have at least 10 years specialized experience and demonstrated capability in projects of this magnitude; 6. Have CAD capability completely compatible with NASA Intergraph system; 7. Have the following number of in-house disciplines: Architects -- 10 or more; Electrical Engineers -- 30 or more; Mechanical Engineers -- 50 or more; Structural Engineers -- 25 or more; Civil Engineers -- 20 or more; Environmental Engineers -- 5 or more; CAD Operators -- 10 or more; Cost Engineering -- 5 or more; Specification Writers -- 10 or more; 8. Outside consultants will not be allowed, and; 9. Be located in the continental United States. The services required are primarily engineering, and this procurement is not set-aside for Small Businesses. Additional factors for selection will include firms that have expertise and experience in research facilities, with an emphasis on expertise and experience in the design and construction of aerospace research facilities and structural testing laboratories. In addition, specific knowledge, expertise, and experience in the above mentioned technologies, and associated facilities design, shall be factored into the selection process. A/E firms that meet requirements described in this announcement are invited to submit a completed Standard Form 255, Architect Engineer and Related Services Questionnaire for Specific Project, and appropriate data as described in Numbered Note 24 to the attention of Sandra Johnson at the address shown above no later than 30 days from the date of this publication. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that (a) in the sentence beginning "Selection of firms for negotiations," the fourth additional consideration is changed to read "(4) past experience, if any, of the firm with respect to performance with NASA, other Government Agencies, and private industry," and (b) in the last sentence, "National Aeronautics and Space Administration" is substituted for "Department of Defense." This notice is intended to provide sufficient information for the preparation of a Standard Form 255. All firms that respond must submit their Standard 255 and 254 based on information contained in this notice and should not contact MSFC officials by letter or telephone to request additional information. Additional information will not be furnished at this time. Firms responding to this synopsis should include the Identification Number AE-5-01 in their submitted Standard Form 255 and accompany letter of transmittal.
