Description

The NSF is issuing a solicitation for services in support of the Ship Inspection Program under the direction of NSF's Division of Ocean Sciences. A fixed price contract with a cost-reimbursable line item for travel is contemplated. The contract will include a two year base period with one two year option period. It is anticipated that 24 ships will be inspected over the two year inspection cycle, some requiring a three person team and some requiring a two person team, as defined in the solicitation. The solicitation is being issued on an unrestricted basis, under NAICS code 48839 (formerly SIC code 4499). The solicitation will include source selection factors including cost and non-cost factors and be evaluated on a best-value basis. Past performance will be evaluated as a part of the technical evaluation factors. It will also contain a price evaluation preference for SDB's and an evaluation factor for SDB participation goals, in accordance with FAR 15.304(c)(4). The solicitation is expected to be released in Jan 2001 and will close 30 days after issuance. Telephonic requests for the solicitation will not be accepted. It is also expected that the solicitation will be posted on the NSF web-site at www.nsf.gov. There is no immediate predecessor contract available for reference.
