Description
POTENTIAL SOURCES SOUGHT. The Defense Reutilization and Marketing Service (DRMS), a primary level field activity (PLFA) of the Defense Logistics Agency (DLA), is responsible for the disposal of Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through the process of reutilization to DoD activities, transfer to other Federal agencies, donation to state agencies and other authorized donees, sale to the general public, or ultimate disposal through abandonment or destruction. DRMS field offices are called Defense Reutilization and Marketing Offices (DRMOs). These DRMOs provide assistance and disposal service to DoD components and other authorized customers. DRMOs are responsible to receive/stock, store/warehouse, maintain, issue and account for property turned in to them from generating activities. Most DRMOs are located on or near military installations. DRMS headquarters is located in Battle Creek, Michigan. Information about DRMS, including a listing of DRMOs, can be found at www.drms.dla.mil or www.drms.com. In November 2000, ten DRMOs transitioned from Government workforce provided logistics support to contractor provided logistics support. The contract requires services to provide the logistics functions of receiving, storing, and issuing excess and surplus usable property, inventory accountability, accountable property system update, and customer assistance for ten DRMOs (on and off the DRMO site). DRMS is responsible to ensure continuity of quality service to the military services, other Governmental customers, and the general public. The Government developed a Quality Assurance Surveillance Plan (QASP) for the contract in order to measure compliance with the contract performance requirements and adherence to the contract quality assurance plan. DRMS is seeking sources with experience and knowledge in quality surveillance and inspection. The DRMOs covered by the referenced contract are located in New York, Pennsylvania, Maryland, New Hampshire, Connecticut, New Jersey and Virginia.
