- DRAFT RFP RELEASE AND INDUSTRY DAY II CLASS CODE M -- Operation of Government-Owned Facilities A-76 Cost Comparison for Hill AFB Base Operating Support Services Draft RFP Release and Industry Day II for the A-76 Cost Comparison for Hill AFB Base Operating Support Services (BOSS). NAISC code 561210. This effort is to provide base operating support services for Hill Air Force Base, Hill, Utah. The major functional areas are: Environmental Management, Civil Engineering Support, Supply and Fuel, Information Technology, Infrastructure and Facilities Support, Airfield Flight and Operations Support, Military Personnel, Education and Training, Lodging, and Community Services. The services are currently being performed by government employees. The requirement will be competed in accordance with Office of Management and Budget Circular A-76, Performance of Commercial Activities. A copy of the DRAFT Request for Proposal (RFP) is available for viewing and downloading at http://contracting.hill.af.mil/html/a76hp/outsourcing.html. Industry is requested to respond to the questions below and also provide any input and recommendations that may enhance the document. Responses will be treated as information only and will NOT constitute an offer or proposal. Part I -- The Schedule, Section B, Supplies or Services and Prices/Costs 1) Are the requirements of the contract line item numbers (CLINs) clear and understandable and are they adequate for payment purposes? If not please explain. 2) Do you have any specific concerns regarding the arrangements of any of the CLINs (i.e. the subline items in Exhibits 1 & 2). Part II -- The Schedule, Section H, Special Contract Requirements 3) Are the special contract clauses clear and understandable? 4) Are there any specific concerns with any of the clauses? Part III -- List of Documents, Exhibits, and Other Attachments, Section J, List of Attachments 5) Are there other attachments required or desired in order to meet the BOSS requirements? If so, please explain and provide rationale. Part IV-Representations and Instructions, Section L, Instructions, Conditions, and Notices to Offerors 6) Is the page limit for the Mission Capability Volume (200 pages) adequate? If not, please explain. 7) Are the instructions for the Mission Capability Volume clear? Is more detail needed? 8) Are the instructions overall clear and understandable? 9) Is the page limit for the Past Performance Volume (70 pages) adequate? If not, please explain. Part IV-Representations and Instructions, Section M, Evaluation Factors for Award 10)Are the evaluation factors for award clear and understandable? Are there any questions or concerns on how the proposals will be evaluated? Receipt of industry comments and questions is requested by 10 Jan 01 in order to address comments and questions at Industry Day II on 17-18 Jan 01. Questions and comments should be sent via e-mail to the Contracting Officer, Captain Ruth Spencer, at ruth.spencer@hill.af.mil. No telephone or FAX responses will be accepted. An Industry Day II will be held on 17-18 Jan 01 concerning the Draft RFP and Performance Work Statement (PWS). Individuals interested in attending this conference are asked to confirm their attendance via e-mail by 4 Jan 01 to the Contracting Officer, Capt Ruth Spencer, at ruth.spencer@hill.af.mil. Such confirmation should include the names, company, phone numbers, and e-mail of those planning to attend. Attendance is limited to no more than three individuals from each firm. Individuals expressing interest in attending the conference will be notified of the exact time and location of this conference. Electronic procedure will be used for this solicitation.
