Description
The Presidio Trust ("Trust"), a Federal government corporation, is soliciting Statements of Qualifications from qualified firms/teams/joint ventures to collaborate on a three-phased Residential Master Developer Project ("Project") focused on approximately 120 housing units located in the Presidio of San Francisco. The Presidio is a National Park and a National Historic Landmark. The Master Developer will have a leasehold interest in these units and will provide financing to fund the units' rehabilitation. Rehabilitation work may be performed by Trust or by Master Developer's contractor (to be determined.) When rehab is complete, Master Developer will coordinate with the Trust and Trust's Property Management agent to ensure long-term responsible maintenance and management of the units. Project funding will be repaid to the Master Developer over the period of the leasehold through rental revenue generated by the rehabbed units. Through this Request for Qualifications ("RFQ") process, the Trust will select a firm for contract award demonstrating strong expertise in housing finance, rehabilitation and property management. Project will commence immediately upon contract award. The Project comprises 3 phases: (1) Project Feasibility, including project financing, schedule and site analyses, inspections and plans & specs for each building type, based on upgrades described in the Trust's Preliminary Scope of Work (provided in the RFQ); (2) Rehabilitation Period, which will include phased unit delivery schedule; and (3) Marketing, Lease-Up & Property Management, based on a collaborative relationship between the Trust and the Trust's Residential Property Management agent. Davis Bacon Act (U.S. Department of Labor prevailing wage rates) applies to construction work. Minimum business terms include: (1) Leasehold: The selected firm will have a multi-year leasehold interest in the specified units; (2) Rent: The Trust seeks a return from the Project commensurate with the market value of the land. The proposed leasehold will include a minimum base rent; (3) Assignment: The Trust retains the right to approve any assignment of the leasehold; and (4) Assurances: Leasehold will include provisions for liquidated damages, performance bonds, or other remedies to assure completion of the project. Minimum qualifications include current and sufficient insurance coverage. Submittals will be evaluated based upon criteria set forth in the RFQ, including but not limited to: (a) Specialized Experience including past performance & references in the Bay Area; (b) Ability to Secure Project Financing; (c) Proposed Project Approach (incl. funding sources, project management, revenue & cash flow assumptions); and (d) Proposed Project Schedule/ability to complete project in a timely manner.
