Description
Post Production Support (Engineering Services) in support of AN/ALQ-135 Internal Countermeasures system applicable to the F-15 aircraft. The requested services will consist of problem resolution, systems integration, hardware/software support for prime mission equipment (PME), support equipment (SE), test program sets (TPSs), software engineering data, software certification, software support analysis, support of Operational Flight Program (OFP) changes, correction of TPS deficiencies and engineering data for configuration management. 1 Basic year and 4 annual options for total of 5 years of coverage are anticipated. This agency's minimum needs can only be satisfied by the unique services available from Northrop Grumman (Rolling Meadows, IL, cage 26916) who is the original designer, manufacturer and only repair source for these items. 10 USC 2304 (c)(1) applies. There are no drawings or Spec available. Notes 22 and 26 apply. All potential offerors should contact the buyer/PCO identified below for additional information and or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposal or in the source selection process.
