Description

The Naval Air Warfare Center Weapons Division, China Lake, CA intends to enter negotiations on an other than full and open competition basis with JEOL USA for an electron monochromator mass spectrometer. JEOL USA is the only company capable of providing the required system as they are the only company offering the electron monochromator. The system shall consist of: (1) A high resolution double-focusing ion optics bench; (2) an electron impact source; (3) a chemical ionization source with appropriate gas lines; (4) positive and negative ion capabilities; (5) resolution of greater than 25,000 (10% valley definition); (6) mass range of 1,500 Da at 3KV acceleration potential; (7) mass scan rates of 0.1 second/decade; (8) a solids probe heatable to 400 degrees C; (9) a heated bulk gas reservoir inlet; (10) a capillary GC and GC-MS interface; (11) self-protected, automated differential pumping vacuum system; (12) a high sensitivity ion detector for positive and negative ions; (13) a tunable-energy electron monochromator system. In addition the system will include a Windows based computer complete with all components necessary to operate the mass spectrometer, a publication quality printer, all necessary software, acquisition, calibration, display, and plotting routines, spectral and chromatographic annotation and labeling routines, all operating and software manuals. Vendor will be responsible for proper installation and on-site training. Delivery shall be 6 weeks after award of contract. Responses to this intent to solicit, other than JEOL USA, must be submitted in accordance with Note 22.
