Description
The Naval Air Warfare Center-Weapons Division intends to enter into negotiations for a Firm Fixed Fee contract, on a Full and Open Competition basis, to procure a Single Channel Electronic Counter Measure/Target Simulator (ECM/TS). The system shall be capable of sampling an RF signal, storing it, and replaying it with programmable delay and Doppler frequency shift. The digitization resolution is to be variable from 1 to 8 bits of resolution. This type of system is also referred to as a Digital RF Memory (DRFM). The ECM/TS shall allow the generation of coherent ECM techniques including a combination of range, velocity, and multiple false target techniques. During operation, the ECM/TS will allow the downloading of technique table for generation of ECM techniques. The simulator shall be programmed via a single interface to an external control computer. The ECM/TS shall operate in pipeline delay mode from the system computer. In pipeline mode the system will store and recall RF signals in a continuous manner. The ECM/TS shall also operate in a stored delay mode. The input frequency shall be 1120 MHz. The ECM/TS shall allow the user to configure the ECM/TS to operate using 1 to 8 bits of digitization. When operating in pipeline mode, the ECM/TS shall have a minimum pulse of 30 nanoseconds. The insertion delay created by the ECM/TS shall be less than 200 nanoseconds. The range delay shall be input as an unsigned 32 bit word with LSB of 4 nanoseconds and a range of 0 nanoseconds to 2.1 milliseconds (or greater). Nominal input shall be 0 dBm without damage. The dynamic range of the ECM/TS shall be +/- 1.5 dB, for optimum spurious performance. The system shall accept a TTL level, 0 to 20 KHz signal for update rate control when operating a table lookup technique. The frequency coverage of the output of the ECM/TS shall be at least 1020-1220 MHz. The output pulse width shall agree with the width of the input pulse to within +/- 16 nanoseconds for stored delay mode. The ECM/TS shall provide visual indicator lights of at least: Unit is in idle state; unit is ready to run a test; unit is running a test; and unit has an internal fault. More specific details will be provided with the solicitation. The RFP and all attachments will be released on or about 15 January 2001 and will be available through the 2.0 Contracts Competency Home Page at: http://www.nawcwpns.navy.mil/~contract/rfp-nawc.htm. The RFP will close on or about 15 February 2001 and award on or about 8 March 2001. All responsible sources may submit an offer, which will be considered.
