- 17. This action is for the refinement and validation of the TSRA tool set in the areas of Job Task Analysis, training management, task selection, various facets of learning design, and course syllabus development. Delivery to various customers such as the Navy Smartship, Naval Aviation Logistics Command Information System, Federal Aviation Authority, National Mine Safety and Health Academy, and U.S. Customs Service is anticipated. The contract period duration from 01 March 00 until 28 Feb 06 has been proposed. The type of contract(s) will be Time and Materials or Firm Fixed Price. This synopsis is for information planning purposes only and does not constitute a request for proposal. Organizations possessing a proven capability to provide the above are invited to submit their qualifications. Responses shall be limited to 5 pages maximum. Submit responses no later than 29 December 00. CBD responses shall minimally include the contractor's experiences with the TSRA tool set, other training devices and their possible application, and what training the contractor is currently providing and/or capable of providing. Charts depicting capability information will be acceptable. The proposed contract action is intended to be awarded on a sole source basis, refer to Numbered Note 22. 22. It is anticipated that award will be made via a modification to an existing Indefinite Quantity Contract. Justification for other than full and open competition is based on the contractor's, Dynamics Research Corporation, unique qualifications and in-depth knowledge of processes, algorithms, and prototypes developed. The TSRA tool set is Government owned, however, Dynamics Research Corporation developed the TSRA tool set under contract to the Naval Air Warfare Center Training Systems Division. *****
