Description

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to non-competitively issue an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with fixed pricing, for acquisition of a maximum quantity of CLIN 0001 -- 55 each, Specialized Rear Projection LCD Display Systems, P/N KGI-RPD-V4, from Karcher Group Incorporated, 4500 Southgate Place, Suite 700, Chantilly, VA 20151-1714. This is a follow-on acquisition in support of the Tactical Decision Support Subsystem (TDSS) and the Computer Aided Dead Reckoning Tracer (CADRT). These are specialized shock hardened display systems to be installed in DD963, DDG51 and CG 47 class ships. A key component of these systems is a Dual Display Station (DDS), which utilizes a commercial 37" monitor. Based on the results of recent shock tests performed on the DDS, this monitor must be replaced on all deployed ships. It represents a safety hazard when the ship is subjected to shock conditions. The Navy considers this of paramount importance to the fleet, as such, every effort is being made to replace these units as soon as possible. Based on testing performed, subsequent to prior acquisitions, the Karcher display systems have been determined to meet all necessary performance requirements and time constraints. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures (SAP) will be used in accordance with FAR 13.5. The solicitation number is N00178-01-R-2004 and is a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20, dated 11 October 2000. The North American Industry Classification System code is 334119. Delivery shall be FOB destination to Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Partial delivery is acceptable and encouraged, with 20 units to be delivered within 90 days ARO and remaining units to be delivered no later than 30 June 2001. The following provisions and clauses are in effect: Clause 52.212-1 Instructions to Offerors -- Commercial applies to this solicitation and is incorporated by reference. The Government will award a contract from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets all of the specifications for each CLIN at the overall lowest cost, and has a satisfactory past performance history for providing the same items. The offeror shall provide with its offer a list of at least two examples of previous sales of the requested items with a description of the item, quantity, contract number, date, name of organization, point of contact, and telephone number. Offeror shall provide a copy of the applicable technical specifications, and technical drawings for the item being procured. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition and is incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, subparagraphs (a), (b) 1, 5, 6, 11, 12, 13, 14, 15, 20, 23, (d), and (e) applies to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), 252.205-7000, 252.219-7003, 252.225-7001, 252.225-7012, 252.225-7021, 252.227-7015, 252.243-7002, 252.247-7023, 252.247-7024, (b) applies to this acquisition. The following additional FAR and DFARS provisions and/or clauses apply to this acquisition: FAR 52.216-22 Indefinite Quantity, 52.216-18 Ordering; DFARS 252.225-7003 Information for Duty Free Evaluation, 252.225-7009 Duty Free Entry-Qualifying Country End Products and Supplies. The standard commercial warranty for these items shall apply. An addendum incorporating additional ID/IQ provisions documenting additional unique requirements identified in this CBD Announcement shall be incorporated at Contract Award. The closing date for receipt of proposals is 2 PM Eastern time on 18 December 2000.
