- Description
- This NASA Research Announcement (NRA) solicits proposals for Research and Development in the area of Aerospace Propulsion and Power Base Research and Technology. Proposals should contribute to the advancement of science and engineering in the areas of air-breathing propulsion and/or hybrid propulsion (combined air-breathing and chemical propulsion). This research effort is intended to deliver technologies that address the Office of Aerospace Technology's three (3) Goals and ten (10) Objectives. Participation is limited to the following categories of organizations: educational institutions and other nonprofit organizations. Participation from HBCU's, HSI's, TCU's, and other minority institutes is highly encouraged. Proposals received from these particular institutions will be evaluated and ranked independently. NASA encourages partnering and teaming arrangements with NASA centers and other U.S. Government agencies. NOTE: Educational institutions and nonprofit organizations shall be the primary/lead grantee. NASA Glenn Research Center anticipates awarding 30 to 40 grants as a result of this NRA totaling approximately $3 to $4 million. It is anticipated that the NRA will result in grants/cooperative agreements with an annual value of approximately $50K to $150K each. However, each offeror is encouraged to propose a budget that accurately reflects their Statement of Work. Offerors can submit proposals in the objective areas, for a period of one (1) year up to three (3) year efforts. The awards will be annual-renewable awards. Annual peer reviews will be conducted to evaluate progress, communicate knowledge, collect information, and to make follow-up renewal decisions. A two phase process will be used. Phase I will be due January 29, 2001. For further information go to web site http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi Procurement Contact: Syreeta J.
