- Description
- The National Oceanic & Atmospheric Administration (NOAA) intends to place an order using Simplified Acquisition techniques on a sole source basis with University of Florida, Gainsville, Florida 32611. The principle investigator shall provide services to (1) develop methods of evaluating the geometric accuracy of shoreline for the Shoreline Mapping Program (SMP) derived from new Remote Sensing technologies, and (2) to perform research into implementing these new technologies into the Aeronautical Survey Program (ASP). This work will be used to evaluate contracted data acquisition and contracted data processing. The proposed source appears to be uniquely qualified based on the individual's thorough familiarity with the SMP and the ASP having both field and office experience related to both programs and comprehensive understanding and knowledge of the technical areas required including scientific computer programming specifically Interactive Data Language (IDL), photogrammetry, Light Intensity Detection And Ranging (LIDAR), Synthetic Aperture Radar (SAR), and hypersectral remote sensing including sensor fusion using these technologies. There is no solicitation prepared nor available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for a competitive proposals. However, all proposals received within fifteen (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
