Description
Sandia National Laboratories, Albuquerque, New Mexico (SNL/NM) intends to contract for Architect-Engineering (A/E) services for the Weapons Evaluation Test Laboratory (WETL) project. The WETL is an existing SNL facility currently located at the Department of Energy Pantex Plant in Amarillo, Texas, and has been in operation since 1965. The Pantex Plant is operated by Mason Hanger Corp for the Department of Energy. This project is to construct a new WETL facility at the Pantex site and relocate existing test equipment, including two below grade centrifuges and high resolution test data acquisition hardware from the existing WETL into the new facility. The new WETL will consist of an approximately 30,000-gross-square-foot facility, which includes high bay test areas, test support spaces, laboratories and below grade centrifuge rooms, storage space, offices and support space, conference and video conference space. It shall be designed architecturally to enhance functional operations and flexibility and provide a more suitable work environment. The project will include standard equipment, new furniture and video conferencing equipment. The project will include extending site utilities to serve the WETL and site work such as curbs/ gutters, walkways, parking lot, minor paving, and landscaping. The proposed site, which is located next to a secure Limited Area (LA), will be fenced for inclusion into the existing LA at the completion of construction. The estimated cost of construction for the WETL is $9 million. A fixed price AE services contract is anticipated. The project design is estimated to be approximately 10% civil, 15% structural, 25% architectural, 25% mechanical and 25% electrical/ electrical utilities. The A/E scope of work includes completing Title I and Title II design and documentation for the WETL complex. Title I shall include a Program Document, Schematic Design, and Design Development. Title II shall follow with final Design Package and Contract Documents. The A/E scope shall include an option to proceed with Title III (construction engineering services). Title I design is anticipated to commence in the 1st quarter of calendar year2001. A Virtual Project Office (VPO) will be implemented and utilized on this project in conjunction with the Configuration Control requirements. All project documentation, to include design calculations, drawings, bid documents, meeting minutes, project schedule, and other design phase documents, will be electronically filed on the site. During the construction phase, all contract documents, drawings, RFIs, change orders, meeting minutes, submittals, and schedule updates will be processed and viewable on the VPO. Firms submitting proposals must be capable of providing a Texas Licensed Professional Engineer's Seal on the construction documents and must have demonstrated experience in designing facilities of similar type and scope. Experience must include: hazardous occupancies, general purpose chemistry/electrical laboratories, vibration sensitive structures, dynamic interactive environments for work, meeting and teaming spaces, integrated energy efficient building systems and sustainable design, energy management control systems (EMCS), state-of-the-art communications systems, integration of multi-level flexible security systems, and facilities commissioning. Award of this A/E contract will be based on Best Value Criteria. A fixed price A/E services contract is anticipated. All interested firms should submit a letter of interest, which includes demonstrated capability of meeting the qualifications in this announcement, together with fifteen (15) copies of their proposal. The proposal should include standard forms SF254 and SF255. The proposal is limited to 25 double-sided pages including the SF254/255. The proposals for A/E services will be evaluated and scored by a committee of SNL personnel based on the following best value criteria (listed in the order of importance): 1) Management Plan and Approach -- Project Manager, Discipline Leads and Key Support Personnel roles, responsibilities and interfaces, including project team organization and overall management plan. 2) Similar Experience by the A/E Team -- Project specific relevance to WETL. 3) Experience of Team Members -- Professional Designation/Certification/Education and Technical Experience (It is expected that team members identified in the proposal will perform the work and will be involved throughout the WETL project). 4) Quality Management -- Internal QA Process and External QA Interface and Document Control. 5) Methodology and Performance of Cost Estimating, Schedule and Cost Control, and Construction Engineering Services. 6) Electronic Management and Media -- Experience with the software that will support the WETL Project, including Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Project, Microsoft Access, and Primavera Project Planner (P3) [latest versions suitable for Windows/NT 4.0/5.0 (2000)], Microstation (CADD), proven internet based communication capabilities and project website software Active Project. 7) Programming Methodology -- User Requirements and Building Concepts. All proposals must be submitted in writing, organized and tabulated per the best value criteria sequence. No telephone or fax proposals will be accepted. Proposals are due by 3:00 p.m. MST, Tuesday January 9, 2001.
